Subject: Increase Charges for Water Meter, Water Service and Meter and Service Installations Statement of the Matter The Utilities Superintendent has recently performed an analysis of costs for the installation of meters and services. The present charges were established in 1969 and are contained in the Carlsbad Municipal Code. These charges did not include overhead and paving which were billed separately. The proposed schedule includes these charges for ease of administering the schedule. The increases recommended will fully recover our costs of installation. Comparisons with other local agencies, based on 5/8" meter and 1" service, are as follows: Oceanside CRMWD San Marcos (3/4" Meter) Vista Irrigation District Olivenhain Carlsbad (Proposed) 5/8" Meter Only 80 300 425 225 115 80 1" Service Only 380 N/A N/A 325 N/A 400 5/8" Meter and Service 440 N/A 445 750 600 475 The charges are currently stated in the Carlsbad Municipal Code. It will be necessary to change those sections which state specific charges to indicate that the charges will be set from time to time by Council Resolution. Additionally, Section 14.16.060 indicated the City would charge full costs for exchanging a smaller meter for a larger meter but gave no credit to the customer if a larger meter was exchanged for a smaller meter. It is considered that this procedure is not equitable to the consumer, therefore; it is recommended that when a larger meter is exchanged for a smaller one, that the customer be charged only for the difference in current costs. When exchanging a larger for a smaller meter, the customer will receive a credit for the difference in the currentcosts. Fiscal Impact: The proposed charges will provide for full cost recovery. These increases are 29% for a meter only and are 140% for a meter and service as the schedule now includes paving and overhead costs not previously included in the schedule. Based on last year's activity, these updated fees will increase revenues to the water fund of $11,259. Exhibits: l(pA. Ordinance Municipal Code. B. The City Council of the City of Carlsbad, California does ordain as follows: Section 1. That Title 14, Chapter 14.16 of the Carlsbad Municipal Code is amended by the amendment of Sections 14.16.060 and 14.16.120 to read as follows: "14.16.060 Meter Installation Charges: Applicants for installation of water meters shall pay installation charges as set from time to time by a Resolution of the City Council. In the event a customer has an installed water meter but wishes to exchange it for another size meter, he shall receive a rebate of the difference between the current charges for the larger and smaller meter; but, if he substitutes a larger meter for a smaller meter, he shall pay the difference between the current charges for the smaller meter and the larger meter. 14.16.120 Service Connection Charges: Applicants for installation of service connections shall pay connection charges as set from time to time by a Resolution of the City Council. There will be no credit for the exchange of old services for new services nor relocation of a service." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption. WHEREAS, Title 14, Chapter 14.16 of the Carlsbad Municipal Code Sections 14.16.060 and 14.16.120 provide that the City Council may set the charges for water meter installations and water service connections; and WHEREAS, a recent analysis of the costs for installation of water meters and water service connections indicate that such charges should be increased to recover these costs; NOW, THEREFORE, BE IT RESOLVED that; 1. The above recitations are true and"correct; 2. That the charges for installation of water meters and for the connection of water services are set as shown on the attached schedule titled, "Water Service Installation Charge Summary - 1981"; 3.
