CT 81-29/PW33 APPLICANT: ALJCANTE HILLS - DAON CORF'. - STATEMENT OF THE MATER: This item is a request for approval of a 38 unit tentative tract map and planr unit development on 16.7 acres, located as described above. A total of 38 single family homes ranging in size from 1980 to 2300 square feet would be built. The project's density would be 2.27 du's/acre which is within the 0-4 du's/acre density range designated for this site. The Planning Commission found this project to meet all design criteria and developent standards of the Condominium Ordinance. determined that the project meets all requirements of the Zoning and Subdivisj Ordinances. The Council should note that as part of this approval, an existing tentative tract map on the property would be rescinded. Through staff review and Planning Commission hearing, all issues on this matt< have been satisfactorily resolved. mRo=ALl MEW The Planning Director has determined that this project will not cause any significant environmental impacts and, therefore, has issued a Negative Declaration, dated July 30, 1981 which was ap-grovel! by the Planning Commissior Planning Department. FISCAL IMPACTS This project, as conditioned, will provide all necessary public improvements. Also, the developer has agreed to pay a public facilities fee to offset the co of providing all other necessary public services. I. PROJECT DESCRIPTION The applicant is requesting approval of a Tentative Subdivision Map and Planned Unit Development to develop 38 single-family homes on 16.7 acres, located, as described above. The subject property is a long, narrow parcel fronting on Alfil Way, bounde by Alicante Road to the west and bisected by Bolero Street at t eastern quarter. The site has been previously graded into a re latively flat pad elevated approximately ten feet above Alfil Way. The rear of the property slopes upward to a San Diego Gas and Electric easement. The project site is a portion of a previously approved tentatic . Map, CT 75-6(A) and (B). The applicant has requested that thiE map be rescinded. Please see attached letter from Daon Corp. and Planning Cornmission Resolution rescinding the Tentative Ma] Additional subdivision maps will be processed for future develc -ment of the remaining land. The applicant is proposing to develop 38 single-family homes. The proposed two and three bedroom homes would each be two sto. ies and have a two- or three-car garage. The homes would rang1 in size from 1,980 - 2,300 square feet. The development would have an overall density of 2.27 du's/acr This density would be consistent with the city's General Plan. The Land Use Element has designated this site for residential development at a low-medium density of 0-4 du's/acre. 11. ANALYSIS Planning Issues 1) Is the site physically suitable for the type and densj of the proposed development? 0 0 2) Does the development satisfy all design criteria and de- velopment standards required by the PUD Ordinance? 111, ~IscusSroN The purpose of a Planned Unit Development is to facilitate the development of comprehensively planned projects, emphasizing imi ginative and innovative design and utilization of the natural features of the site. The subject property is a previously graded long flat pad, elevated above Alfil, affording golf couri views. The 16.7 acre parcel is suitable in size and shape to accommoda the type and density of the proposed development. Applying the flexibility of the PUD Ordinance, the applicant is proposing re duced lot sizes, large landscaped areas and a comprehensive pri vate street system. The PUD Ordinance also allows some flexibility in the applicati of basic zoning and subdivision regulations to khe particular property. Applying the standards of the R-1 zone and PUD Ordi- nance to the entire property, the project would satisfy all bas development standards. As permitted by the PUD process, the project would also modify sideyard setbacks. The development would utilize zero foot sid yards with a minimum of 10' separation between houses. To SUE port these proposed modifications, the developer is proposing t regrade arid extensively landscape the slope along Alfil Way, creating large open spaces and enhancing the streetscape. The development, as proposed, satisfies all development standar of the PUD Ordinance. The proposed homes and garages would ob- serve all required front setbacks. Private streets would brinc traffic off Alfil Way at four locations. This design would mir mize potential traffic impacts ON Alfil Way. All guest parkins storage areas would be provided off-site in accordance with thf La Costa Master Plan. Open recreation requirements would be satisfied by two princip; common areas. Proposed recreational amenities include two poo: a spa, lawn areas and picnic facilities. The combined total o the areas would be approximately 24,500 square feet, providing 645 square feet of open recreation area per unit. The proposed development would also satisfy all aspects of the design criteria of the PUD Ordinance. The plan is comprehensi ly designed, integrating homes, open areas, recreational facil ties and the circulation system. The proposed homes relate we to the site, maximizing golf course views. The plan provides adequate open space, convenient recreation areas, guest parkin and other pertinent amenities. would be provided in bays off the private streets. Staff believes this to be a significant improvement over the previously approved tentative map which featured indiv dual curb cuts for each lot on Alfil Way. Overall, staff believes that the site is suitable for the pro- posed design and density and that the development satisfies all aspects of the design criteria and development standards of the Planned Unit Development Ordinance. IV. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment and, therefore, ha issued a Negative Declaration dated July 30, 1981. V. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Nega tive Declaration issued by the Planning Director and adopt Reso ution No. 1858, recommending RESCISSION of CT 75-6 and all amen ments thereto and adopt Resolution No.'s 1859 and 1860 recommen ing APPROVAL of CT 81-29/PUD-33, based on the findings and sub- ject to the conditions contained therein.
