MTG.9/15/R1 SUBDIVISION 435 CITY ATrY&& DEPT. CM CITY MGRd- v- RECOMMENDED ACTION: Recommend that Council approve Mr. Kopcso's request to address them. ITEM EXPLANATION: Mr. Bruce Kopcso has requested to address Council to state his concerns regarding Minor Subdivision 435 (Gallacher). Mr. Kopcso's concerns seem to be primarily related to the installation of street improvements for the Gloria Lane cul-de-sac; elimination of thru traffic from Gloria Lane to Park Drive via property owned by Mr. Gallacher and; drainage along the property line. The Engineering Department, as a standard condition of approval for the minor subdivision, has required that all street improvements be installed within 18 months of the approval of the subdivision. That time period will expire in September 1982. A bond is on hand to insure the work. The issue of thru traffic will be dealt with by the sale of the property fronting on Park Drive and the subsequent erection of fences along the property lines. It is the understanding of staff that the property has been sold and that a fence has been erected, thus effectively eliminating any possibility of thru traffic. The third issue concerning drainage will be resolved by the construction of a section of storm drain to convey runoff flows from the east side to the west side of the Gloria Lane cul-de-sac. Pending completion of perma- nent improvements, the driveway currently serving Mr. Gallacher's property has been constructed to provide for conveyance of runoff flows. The Engineering Department has informed Mr. Kopcso of the current status of minor subdivision requirements. FISCAL IMPACT: Not applicable. EXHIBITS: A. Letter to City by Kopcso dated August 28, 1981. The construction of cul-de-sac improvements on Gloria Lane is a requirement of the subdivision and a bond to ensure completion of these improvements is being heid by the City. According to the improvement agreement signed by Mr. Gallacher, he has 18 months from March 10, 1981 to install these improve- ments. Therefore, the cul-de-sac will be completed by September 10, 1982. Mr. Gallacher’s original driveway went to Park Drive and as now subdivided, his house is on the lot fronting on Gloria Lane. At such time as Mr, Gallacher sells the lot on Park Drive, his access across that parcel will cease and the through driveway condition will no longer exist. Sincerely, RICHARD H. ALLEN, JR.
