Amend La Costa Parks Agreement to include La Costa North Community Park 21+ acres with total required acres dedicatec upon first subdivrsion within the area. Delete the 15t - acres in San Marcos Creek Park from the General Plan, La Costa Master Plan( and the La Costa Parks Agreement. B. C. Sell, trade or exchange the 13 acre Levante Canyon open spa area and lot. ITEM EXPLANATION Because of the recent request by developers to receive park ere in the La Costa area, inconsistencies in the La Costa Parks Agr ment and the Master Plan, and also new recommendations regardir park lands in the La Costa area, staff will explain what the issues are by using wall exhibits and flip charts, and make rec endations as to how the issues can be resolved. Issues are: A. Adding La Costa North Community Park. B. Deletion of San Marcos Creek Park. C. Sell or trade Levante Canyon open space lot. D. La Costa park acreage obligation. Under the existing ordinance staff estimates the La Costa park acreage obligation to be between 67 and 85 acres. Existing an future park sites total 58 acres. Staff feels this acreage is sufficient to provide active and passive park activities in th subject geographic area and recommend no further park land dedication. The 9 to 23 acre balance can be made up by paying fees in lieu of land. FISCAL IMPACT Park-in-lieu fees will be computed as developers file final mt and fee requirements will be adjusted on an annual basis.
