The Planning Staff and the Planning Commission are recommending
that the City Council certify EIR 81-4 by minute motion.
ITEM EXPLANATION
EIR 81-4 covers 417 acres approximately .75 miles east of El
Camino Real and .25 miles north of Palomar Airport Road. The
property is generally known as Carlsbad Oaks. The applicant is
proposing a general plan amendment which would designate this
area as Planned Industrial (PI).
The major impact of the project is its ultimate effect on the
property's biological resources. The property includes a large
riparian (streamside) habitat which would be greatly impacted by
the development of a large industrial park. Other major impacts
involve increased air pollutants and increased traffic flows
created by the proposed project; the possible.affects on the
Dawson-Los Monos Reserve; and, possible negative impacts on
UCSD's solar wind radio-telescope located on the reserve.
The Council's responsibility in certifying an environmental im-
pact report is to determine that impacts are adequately identi-
fied and discussed and that the EIR was pr€pared in accordance
with the California Environmental Quality Act. For more

Commission.
FISCAL IMPACT
The EIR consultant, Donald Cotton & Associates, was hired by the
city and paid for by the developer. There will be no fiscal im-
pact to the city from certification of EIR 81-4.
