I II\ I- * PALOMAR AIRPORT ROAD E INTERSTATE 5 CITY DEPTm ATTY HDm& CITY MGW2 JITLE: OVERCROSSING - STUDY OF BRIDGE WIDENING RECOMMENDED ACTION: Adopt Resolution No. 6706 authorizing a transfer of funds from the General Fund Contingency Reserve to the Engineering Professional Services Adopt Resolution No.4707 requesting the State to prepare an "Initial Study" of the widening of the Palomar Airport Road bridge over Interstate 5 ITEM EXPLANATION: Recently, representatives of the State and City met to discuss issues involving the 1-5 at Palomar Airport Road bridge. It is evident that future traffic and developmental growth will ultimately force the widening of the bridge. Ed Kubi- chek, the State's representative, indicated that it is still the policy of the State to pay for those improvements to the intersection which are caused by the freeway. The study the State performs for $10,000 will determine a recommended allocation of costs between the State and the City. Those portions to be borne by the City can be developer contributions. Staff feels strongly that this area will be under developmental pressures in the near future and a system of alloca- tion of funds needs to be implemented. An independent study to allocate cost would be desi rable so that reasonable and fair a1 location of developer contri bu- tions can be made. CalTrans has indicated that the City is not obligated to pro- ceed beyond the study stage, It is important that the project be identified by SANDAG as a project of regional significance in order that future State and other outside funds can become applicable to the project. FISCAL IMPACT: Funds in the amount of $10,000 are available in the General Fund Contingency Reserve. This account presently has a balance of $804,492. Avenue Carlsbad, CA.* 92008 RECEIVED CITY OF CARLSBAD Enginzering Department Dear Mr. Evans: This letter is in response to your letter of May 29, 1980, indicating interest in widening Palomar Airport Road over- crossing at 1-5. The California Transportation Commission is now in the process of reviewing a revised policy on cost allocations for this type of project, effect. Under our existing policy, the State would assume the responsibility and expense for construction of necessary free- way crossiqpand connections of local roads where such local roads are existing or approved prior to freeway construction. This responsibility will normally continue during the life of the freeway, the local roads will be similarly allocated, subject to budgeting by the California Transportation Commission. Local Agency would have to assume all costs for any right of way or construction work outside the State right of way.
