ITEM EXPLANATION : The Chamber of Commerce has requested time on the agenda to make a presentation regarding the impact of signing along 1-5 and on the streets of Carlsbad. Packard City of Carlsbad 1200 Elm Avenue Carlsbad, Ca. 92008 and City Council Members Dear Mayor Packard and Council Members For the past several months, the Carlsbad Chamber's Visitor Develupment Committee have studied the impacts of signing along Interstate 5 and on the streets of Carlsbad, as it affects the whole community. A presentation has been prepared which graphically shows the need €or adequate identification signs along Interstate 5 for our community and its resources. Directional signs within the city have been reviewed and we feel there could be additional visitor dollars generated in Carlsbad with the placement of signs that will assist the visitor and newcomers to our city. We would ask for time on the City Council's regular agenda so that the results of our study can be presented to the Council for your assistance and in some cases policy action. We will work with City Manager as to the earliest possible date for this presentation and the timing for the presentation, with your concurrance. The visitor to Carlsbad is an important segment to the overall Carlsbad economy, generating in excess of $650,000 in "room tax" during the past year, and with addition of additional facilities at California 6 Motel, Pea Soup Andersen's, Six Pence Motel, the Ted Vallas Executive Golf Course and the LaCosta Hotel expansion, the importance of the visitor and their dollars will only increase. Packard and City Council Members Frm : Visi tor Developmnt Corrmi ttee Michael Strath, Chairman KE: Signing and Idcntif ication of Carlsbad BhcKGROUND - People traveling Interstate 5 route between Los Angeles and San Diego have reported it very difficult to know when they are in Carlsbad or can find their way to the Carlsbad State Beaches, for lack of proper signing 011'1-5. The Visitor Development Committee has prepared visuals of the majority of freeway signs fran San Clernente on the north to Del Mar on the south showing the difficulty that a mtorist muld have in finding Carlsbad or the State beaches. Additionally, we have found that directional signs on Carlsbad's streets are either of improper size or clairty or in sufficient numbers at stragetic locations that visitors have a difficult time finding the state beaches or other local facilities The estimated 90,000 cars a day passing through Carlsbad on 1-5 represent a very large potential market for services and utilization of private and camunity facilities which muld generate revenues for the private and public sectors. If only a portion of the through traffic could be diverted fran the freeway to utilize these services, the businesses, the city and citizens would reap a healthy return in the form of sales and sales taxes, rental of motel roans and transcient occupancy taxes, increased utilization of the restaurants and encourage development, create job opportunities for those in the visitor services, and increase investment in the 'Village Area" by businesses that serve the visitor as well as the residents of our city. Signing on the freeway is important, but so too is the signing on city streets. Proper signing at the bottun of freeway offramps could easily assist the visitor in finding desired destinations within the comnunity. Authorization to place sip at the bottan of the offrqs would require approval by CalTrans because of property boundaries. The CalTrans identification of County Parks, Park & Ride Facilities, airports, htrak services, historical sites (Mission San Luis Rey) and the identification of communities and areas far fran the 1-5 freeway corridor are appropriate, but so are the identification of State owned beaches and camping facilities and camunity facilities. Offramp directional sibming is often confusing or non-exis tent to provide proper directions to services such as "gas - food - lodging". Sane signs have been ranoved hich further compounds the problem for the visitors in reaching desired services once off the freeway. Signing in Oceanside directs mtorists to the Oceanside Airport, which does not provide commercial airline services, yet there are no airport signs to indicate comnercial airline services are available at Palomar Airport. Suggestions are included below. SOUTH EKluND TRAFFIC \ Starting in San Clementt, the first sign indicating a State Wch is the San Onofre State Beach and the proper exit to use to reach that beach. CARLSBAD CHAMBER OF COMMERCE - OFFICES, ELM AVENUE AT OLD SANTA FE DEPOT Proceeding southbound on 1-5, there is not another 'beach'' sign until a "Beach Route" sign appears south of Cannon bad (near Ikyrough's). Tzlc sign directs people to use the Palmar Airport Road offramp. Once on Palomar Airport Road westbound toward the ocean, there are no signs directing the visitor toward either the cmrcial mtel and restaurant facilities north of Tamarack, or southbound to the camping facilities at the South Carlsbad State Beach. The first sign identifying Carlsbad is a freestanding sign in the middle of median near the middle of the Buena Vista moon . . . Carlsbad , next 6 exits. The first sign that identifies Carlsbad 'Idowntown" is set back off the downramp from Los Flores, making it most difficult to see frm all lanes. Only one sign indicates that there are beaches within Carlsbad for use by the public as outlined above. There are several opprtunities for CalTrans to modify existing signs which would increase the awareness of the mtorist on 1-5 of CarIsbad, the State Beach facilities and how to reach them. Beach Route signing could be installed at Elm, Tamarack, Cannon and Palomar Airport Road by utilizing existing sign holders. NOKI." BOUND THAFFIC Starting at Del Mar, the only "beach route'' sign is at Manchester Road. This is a difficult route from 1-5 to the beaches. There are no additional "beach route" or "State Beach" signs until the San Onofre State Beach Sign on Camp Pendleton. There is a sign directing visitors to the Quail County Park, but none for State Beaches or Beach routing. Signing in the Northbound lanes to identify the Rancho LaCosta exits are wlcaned, however, once on the offramp at LaCosta Avenue, the directional sign at the top of the ramp indicates that "lodging" is to the left toward the beaches and not toward LaCosta. There are no cmrcial "bdging" facilities at LaCosta Avenue and Carlsbad Blvd. or Old 101 in Leucadia. Additionally, there are no signs at end of LaCosta Avenue to direct visitors to "Gas - Food - Lodging'' in either direction. 1. That the City Council authorize the City Manager and staff to assist the Chamber's Visitor Development Committee in determing the placement of directional sips on City streets to direct the visitors to historical points of interest, to civic govemital facilities and services, to VisitoF Information, to gas - food - lodging services, on attractively designed signs of sufficient size and shape for easy readability from a vehicle upon City streets. The Chamber's Committee has identified about 50 possible locations for street signing. This could be developed with priority signing first with additional signs at a later date. 2. mat the Board of Directors request the City of Carlsbad Council to appoint one of its members to serve as a liaison and to establish a meeting with the Charher's Visitor Developmnt Camittee and with the proper officials within CalTrans to make an official request by the City Council to implirnent proper signing along 1-5 freeway and Highway 78, leading to or through Carlsbad. 3. That the Visitor Developmnt Comnittee and the Chamber staff be the assigned Chamber group to work with the City and CalTrans in expediting proper signing of Carlsbad and its facilities.
