RECOMMENDED ACTION:
If the Council wishes to consider revisions to the sign ordinance
as requested, refer bhis matter to the Planning Commission.
ITEM. EXPLmTATION:
Mayor Packard requested that this item be placed on the agenda
for Council discussion. Mr, Robert Ottaviano is requesting the
City to change the ordinance regulating real estate signs.

Dear Mayor Packard,
The letter enclosed was sent to me upon my requeat by Mayor Ron
Bittner of Escondido. At a recent Eecondido Board of Recrltora breakfast meeting,where Mayor Bittner was the guest speaker,I had the pleasure of hearing him speak
on the proposed City ordinance change regarding real estate aigns for
the City of Escondido,
There is no question that since we are in a depressed real estate
market today,it would be to the advantage and benefit not only to the
real estate industry, fighting the financing odds presently encountered, but an aid to both buyers and sellers in marketing property. Which in turn will stimulate our economy.
In light of these Pacts ,I implore and urge you to follow suit and ask it of your City Council to change the ordinance againat realty signs on City property and give us the right to do so within prescribed times. Let us be progressive and go with the times in order that we may be productive and proudly serve with respect our fellomen in their profession.

SUBJECT: Real Estate Signs
It has been brought to my attention that the city sign ordinance, while well intentioned, does, in fact, have some negative impacts
with regard to marketing of housing. Speci’fically, the prohi- bition against placement of directional or other real estate signs in the public right-of-way, as a guide to shoppers, hin- ders efforts to sell residential dwellings.
While we all agree that uncontrolled proliferation of such signs is an aesthetic blight to be avoided, it is also important that we consider the following:
1. Economic conditions have affected the housing market
to such an exteht that the overall economy is in a state
of depression.
2. Unsold new housing deprives the city of needed property tax revenues in this era of depressed retafl sales. Lack of sales in used housing deprives the city of the advan- tages of a new property tax base.
3. Vacant or unsold housing increases the likelihood of
theft and vandalism.
4. Government cooperation with the housing industry with
regard to placement of signs could be mutually beneficial
as well as serving the needs of shoppers unfamiliar with
the city.
In an effort to make local government more responsive to this problem and still maintain the important intent of the sign or- dinance, I: shall propose at our evening meeting Oil September 16 to amend the sign ordinance to permit placement of the signs in question, subject to the following:

1. Signs may be displayed no earlier than 8:OO A.M. on Saturday and shall be removed no later than 6:OO P.M. the following day.
2. Signs shall be no larger than 2 feet by 3 feet.
3. This amendment shall expire one year from date of enactment unless renewed by the City Council.
