It is recommended that Council instruct staff to study the possibility of eliminating Washington as a local street and report back as soon as possi-
bl e.
ITEM EXPLANATION:
The City, for a number of years, has carried a proposed capital project to
construct Washington Street from Elm Avenue to Tamarack. The project pro-
posed to acquire one-half of the right-of-way from the Atcheson, Topeka and Santa Fe Railroad and one-half from adjoining property owners. Portions of
the necessary dedications have been obtained from adjacent landowners, none
has been obtained from Santa Fe. It is particularly doubtful that necessary right-of-way could ever be obtained from the railroad and condemnation is not possible.
The question has been raised as to whether the full improvement of Washington
would ever occur. The Engineering Department has been asked to determine if the street could be eliminated from our future plans. They indicated that Washington is needed between Elm and Oak. They are unable to reach a conclu-
sion about the section from Oak to Tamarack without further study.
There are four basic alternatives that should be considered. They are:
1.) No change in project. Washington to be kept as a local street
from Elm to Tamarack, or;
2.) Plan for the construction of a twenty-foot alley adjacent to
railroad property.

The attached map shows where right-of-way has been obtained and its relation- ship to adjoining railroad right-of-way.
Before expending any significant staff time on this issue, it is requested that Council give an indication of their willingness to consider changing the present designation of Il!ashington.
