RECOMMENDED ACTION:
Both the Planning Staff and Planning Commission recommend that this application be APPROVED and that the City Attorney be directed to prepare documents APPROVING SNC-17, per Planning Commission Resolution No: 1885.
ITEM EXPLANATION
This item is a request for a Street Name Change from Cedar Avenue to Christiansen Way to commemorate B.M. "Chris" Christiansen. Cedar Avenue is a two block street running between Ocean Street and the AT&SF railroad. Approximately eight residences would be affected.
The Planning Commission found that the proposed Street Name Change is consistent with the Street Naming Policy established by the City Council (Policy No. 20). Also, the Commission found that the proposed name change would not adversely impact residents on Cedar Avenue.
Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A
STREET NAME CHANGE FROM CEDAR AVENUE TO CHRISTIANSEN
WAY ON PROPERTY GENERALLY LOCATED NORTH OF GRAND AVJ3XUE
BETWEEN OCEAN STREET AND THE AT & SF RAILROAD
APPLICANT: CARLSBAD CHAMBER OF COMMERCE
CASE NO: SNC- 17
WHEREAS, in a letter to the City Council, dated October 1,
1981, the Carlsbad Chamber of Commerce requested that the street
currently known as Cedar Avenue be renamed Christiansen Way in
honor of B.M. "Chris" Christiansen; and
WHEREAS, on October 6, 1981, the City Council directed the
Planning Commission to hold a public hearing to consider said
proposed street name change; and
WHEREAS, pursuant to City Council direction, the Planning
Commission did, on the 28th day of October, 1981, hold a duly
noticed public hearing as prescribed by law to consider said
request; and,
WHEREAS., at said public hearing a staff report was submitted
and all persons desiring to speak on the subject request were
heard. At the conclusion of said hearing, after consideration of
all evidence presented, the Planning Commission found the
following facts and reasons to exist:
The proposed street name change would be consistent
with City Council policy relative to naming of streets.

I. DESCRIPTION AND BACKGROUND
The Carlsbad Chamber of Commerce is requesting that Cedar Avenue be renamed Christiansen Way to commemorate B.M. "Chris" Chris- tiansen. Mr. Christiansen was twice president of the Chamber of Commerce, made numerous contributions to the early development of Carlsbad and was serving as president of the Carlsbad Historical Society at the time of his recent death. (Please see attached letter from the Chamber of Commerce dated 10/1/81.)
Cedar Avenue is an approximately two block street running between
Ocean Street and the AT & SF railroad. No businesses appear to
be addressed on Cedar Avenue; approximately eight residences
would be affected.
The request for the proposed street name change was first brought before the City Council at their meeting of October 6. Council- member Anear expressed concern that renaming Cedar Avenue may establish a precedent of changing street names for various promi- nent citizens. Council discussion also reflected concern regard-
ing naming streets after people in that it may be in conflict
with city policy. The City Council referred the request to the Planning Commission along with their concerns.
11. ANALYSIS
Planning Issues
1) Is the proposed street name change consistent with the
established City Council policy?
2) Would the proposed street name change adversely impact businesses and residents on Cedar Avenue?
111. DISCUSSION
City Council Policy No. 20 establishes policy and procedures for
naming and changing the names of Carlsbad's streets. The policy
divides the city into seven areas and designates classifications for those areas (birds, cities, famous names). Cedar Avenue is
in an area designated for any non-conflicting name. The proposed
street name change would, therefore, be consistent with Council
policy.
No businesses would appear to be affected by the proposed street name change. Approximately eight single-family homes exist on
Cedar Avenue. Although these residents have been notified of
this meeting, staff was unable to individually contact any pro-
perty owners.
The proposed street name change is consistent with existing City
Council policy and should the affected businesses and residents
have no objection, staff would recommend approval of the request-
ed change.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is cate-
gorically exempt per section 19.04.070(12) Carlsbad Municipal
Code.
V. RECOMMENDATION
It is recommended that the Planning Commission adopt Resolution
No. 1885 recommending APPROVAL of SNC 17 changing Cedar Avenue to
Chris ti ans en Way.

The untimely death of B. M "Chris" Christiansen, known affectionately to Carlsbad townsfolk as "Mr. Karlsbad," has left a void in the spirit and hearts of everyone in this cmnmity. The Carlsbad Chamber of Commerce,
the Carlsbad Journal and his mny, mny friends wish to honor and remember
the mn whose contributions and ideas were numerous.
There are many ways by which the community may posthumously honor "Mr.
Karlsbad," but one way it can promptly memorialize Chris is to rename Cedar
Avenue -- the two-block street extending from Ocean Street across Carlsbad Boulevard to the Santa Fe railway -- Christiansen Way.
The reasons for our selection of this thoroughfare are numerous:
1. "Alt Karlsbad" and the mineral well frcm which Carlsbad derives its name are on the corner of Cedar Avenue and Carlsbad Boulevard. It is very fitting to have these landmrks at the corner of Carlsbad Boulevard and Christiansen Way.
2. Cedar Avenue is but two blocks long, has only four residences facing it and no businesses, meaning a minimal inconvenience to persons who reside or
do business on the street. We asked one couple which lives on Cedar about
the proposal, and the residents thought a prompt memorial to Mr. Christiansen, their neighbor and friend, was a good idea.
3. Cost to the taxpayers, when compared to the civic contributions from Mr. Christiansen over the years, would be minimal, We intend to ask Carlsbad's two Rotary Clubs if they would eventually consider paying for a "designer" street sign of old European mtif to erect on the street corner in front of
"Alt Karlsbad." Standard city street signs would be erected at Ocean Street and Carlsbad Boulevard in the meantime.
The Carlsbad Chamber of Commerce, the Carlsbad Journal and the nuITy3rous
friends of Chris Christiansen respectfully request that this item be placed on the City Council agenda for the scheduled meeting of October 6, 1981.

the proper limits of the laws relating to street name change%

As property owners at 381-385 Cedar Street, we
heartily concur with the re-naming of the street to honor
one of Carlsbad’s leading citizens, Mr. B. M. Christiansen.
We feel this is not necessarily a precedent-setting act
as its only a very short street and the recipient of the
honor was a major property owner on the street.

Council Members:
As a property owner on Cedar Street I wish to protest the changing of
I don’t wish to be callous, the name of Cedar Street to Christiansen Way.
but I am of the opinion that more fitting and lasting ways of honoring a man
and his contribution to his community exist than naming a street after him.
It is not only a needless expense but its meaning is lost within a short time
of the dedication. A more fitting tribute to Mr. Christiansen and all others
making significant contributions to the city would be to place their portraits
in some reserved section of the city hall along with plaques commemorating
their contributions. Their names would then have perpetual meaning.
