HP. -46? niTY ATTY \JF£\ CITY MGR.^2^«±i__ Qtu5ccQ.OL RECOMMENDED ACTION: Both the Planning Staff and Planning Commission recommend that this application be APPROVED and that the City Attorney be di- rected to prepare documents APPROVING CT ,81-13/PUD-25, per Plan- ning Commission Resolution Nos. 1873 and 1874, with the addition of the following condition: "The retaining wall required pursuant to condition No. 12 shall be a cribwall acceptable to the Planning Direc- tor and City Engineer. Landscaping and an irrigation system shall be installed by the applicant on the crib- wall subject to the approval of the Parks and Recreation Department. The landscaping and irrigation system shall be maintained by the city of Carlsbad. Detailed plans for the design of the wall and landscaping shall be ap- proved prior to issuance of building permits for any of the lots in this project." ITEM EXPLANATION The City Council continued this item from its last meeting to allow the applicant and the planning staff to determine a retain- ing wall design along Tamarack Avenue. At this meeting, staff recommended a decorative vertical retaining wall with a 2 foot planter area to be provided between this wall and any private perimeter wall. The applicant agreed with this proposed design, however, during the continuance, staff has considered other al- ternative designs. The Planning Director believes that a cribwall would be the most aesthetic wall design. A cribwall would require the applicant to give up 3.25 feet of additional property which is 1.25 feet more than a vertical retaining wall with a 2 foot planter area would require. The applicant has indicated he is opposed to the crib- wall design. Exhibits showing the cribwall design will be pre- sented at the City Council meeting. EXHIBITS A.
