SPEED LIMITS ON LEVANTE STREET STOP SIGN ON SEACREST AT RIDGECREST TITLE: ITEM EXPLANATION: At the request of the Monarch Homeowners Association, the Traffic Safety Commission reviewed speed limits on Levante Street at their August 3, 1981 and September 14, 1981 meetings. Based on the engineering study (see attached exhibit), the Commission recommended that the prima facie speed limit between Escenico Terrace east to La Costa Avenue be set at 25 miles per hour; and the prima facie speed limit between Escenico Terrace west to El Camino Real be set at 35 miles per hour. At their October 5, 1981 meeting, the Traffic Safety Commission recommended the installation of a stop sign and advance stop bar on Seacrest at its intersection with Ridgecrest to aid in alleviation of a sight distance problem when approaching this intersection from the west. FISCAL IMPACT: Installation of speed limit signs on Levante Street .will cost approximately $280. Installation of a stop sign on Seacrest will cost approximately $75. EXH I BITS: Location Map Engineering Study Ordinance Nos. 3/5(0 and 3/4/ a DATE: September 8, 1981 To: City Engineer FROM: Principal Civil Engineer (Traffic) SUBJECT: RECObNENDATION 'RAT 1TIE EXISTING 55 bPH ZONE ON LEVANTE BE REDUCED TO A 25 MPH ZONE EASTERLY OF ESCENICO DRIVE AND A IS 35 MPH ZONE WESTERLY OF ESCENICO DRIVE According to the CALTRANS Manual (and standard practice) speed linits should be established preferably at or near the 85th percentile speed. An exception occurs when roadside development results in traffic conflicts and unusual conditions which are not readily apparent to drivers, then speed limits somewhat below the 85th percentile are warranted. The 85th percentile speed on Levante, in the area from El Camino Real to Torrejon Place, has been measured at 38 WH southbound and 40 IPH north- bound. I feel that the existing 55 MPH speed limit should be reduced to 35 MPH westerly of Escenico Drive and 25 MPH easterly of Escenico Drive and that the reducecl speed limit would fall under the exception for the €01- lowing reasons : (See the attached speed study:) 1. The traffic volumes on this road are about 4000 vehicles per day. . 2. There is a downhill curve and visibility is somewhat limited due to the curves. 3. The area easterly of Escenico is basically a residential area, and at build-out will require a 25 IPH speed. 4. The area westerly of Escenico can be safely negotiated at 35 MPH. At speeds greater than this there is the possibility of accidents. I recommend a radar and accident survey be taken to check the new speed zoning after a year. (a) Upon Levante Street from Escenico Terrace east to its intersection with La Costa Avenue the prima facie speed limit shall be twenty-five miles per hour. with El Camino Real the prima facie speed limit shall be thirty-five miles per hour.'' (b) Upon Levante Street from Escenico Terrace west to its intersection EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance anc cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption.
