E CONSERVATION DISTRICT CITY AlN@ CITY MG~+ Approve the concept of annexing the Buena Vista Lagoon and watershed into a Resource Conservation District and authorize staff to work with the cities of Oceanside and.Vista to pursue the annexation. ITEM EXPLANATION: The Buena Vista Lagoon Advisory Committee agreed to discuss the desir- ability of joining the Palomar Resource Conservation District with their respective City Councils. San Diego County has five Resource conservation Districts which were enacted under Division Nine of the State Public Resource Code. purpose is to promote the wise use of land, water, and other natural resources as development continues. Funding comes from the County's 1% property tax pot for all special districts (fire, water, sanitation, etc.) and is determined by averaging the amount spent during the three years previous to Proposition 13. Their Resource Conservation Districts commonly provide a broad range of technical assistance, which includes advising on soil and erosion con- trol, problem solving in geological areas, accomplishing soil studies and land surveys, and occasionally acting in an advocacy capacity. Assistance is provided to both public and private agencies, landholders and developers upon request. The Advisory Committee is particularly interested in having the Buena Vista Lagoon and watershed annexed to a Resource Conservation District. FISCAL IMPACT: The Palomar Resource Conservation District presently has a budget of $12,000 per year. to a Resource Conservation District. BELL MELBA BISHOP RAY BURGESS Previously, we discussed the issue of having the Buena Vista Lagoon annexed into the Resource Conservation District (RCD) system, and agreed to take this matter back to our respective City Councils. As you recall, we can work with either the Palomar RCD or the Mission RCD. Both RCD's offer the same services,, with the primary focus being resource conservation technical assistance. this way, RCD's can provide assistance in preventing lagoon siltation from re- occurring, act as a coordinating link among our three cities, and assist private developers with their projects in an advisory capacity. sheet which provides more detailed information on RCD's and their services. To give you an update, the Oceanside City Council unanimously approved the con- cept of annexing the Buena Vista Lagoon into either RCD, notification regarding the progress of this issue before your City Council. I urge you to pursue action on this matter in view of the potential advantages for the Buena Vista Lagoon area. A Board of Directors de- velops and administers the RCD's program. are elected by the District's landowners for four terms, The five members of the Board Types of Assistance Available: 1. 2. 3. 4. 5. f Provide technical information and assistance for projects in agriculture, land, soils, water,and other related areas, Provide technical information and assistance on wildlife conservation and management, site selection, and feasibility of wildlife areas. Provide access to assistance from other organizations such as the Soil Con- servation Service, the Army Corps of Engineers,andthe Department of Fish and Game.
