ENG RECOMMENDED ACTION: MTG. 1/5/82 FINAL MAP OF CARLSRAD TRACT 81-10 I (CARLSBAD RESEARCH CENTER) Approve final map for Carlsbad Tract 81-10 (Carlsbad Rese Center) and modify the tentative map condition requiring trabffic signal at El Camino Real and Faraday Avenue. ITEV EXPLANATION ; Engineering staff has completed checking final map of Car Tract 81-10 (Carlsbad Research Center) for conformance wi State Yap Act and applicable Local Ordinances of the City Carlsbad. The final map conforms substantially with the conditions of the tentative map approved by City Council ( July 21, 1981 per Resolution No. 6619. In addition to approving the final map, the staff requesr: City Council modify condition No. 25 of Planning Commissil Resolution No. 1810 which requires that the traffic signal El Camino Real and Faraday Avenue be constructed prior to issuance of building permits for any buildings in Phase I. Staff is recommending that the construction of this traffi signal be delayed until such time as this intersection me€ required traffic signal warrants. Delaying the constructj this signal will have the added benefit of allowing the Ci complete its traffic circulation study for the sarea incluc the site for the City's proposed City Service Center. The results of the study could potentially impact the final de for this signal. The Developer has already submitted bond agreements €or the completion of their share of this traff signal in accordance with the conditions of the tentative FISCAL IMPACT: The Developer will be responsible for the installation of public improvements associated with this subdivision excep the above mentioned traffic signal. Per tentative map con the City is responsible for one half the cost of the traff signal on El Camino Real. Since this traffic signal is no the official public facilities traffic signal list, the Ci, will have to appropriate the necessary funds in the approx amount of $40,000 from the General Fund unappropriated res1 at the time the traffic signal is to be installed. When all improvements for this subdivision have been accepi the City they will have to be incorporated into the City's overall utility maintenance program. EXHIBITS: 1. Vicinity Map 2.
