LIB PROJECT CITY MG RxF---t— RECOMMENDED ACTION: If Council concurs, adopt Resolution No. ��_� authoriz;ng the City Manager to sign the "Authorization to Proceed" for International Sy;.tems, Inc. to prepare and submit a grant application to the Downtown Community Television Center. ITEM EXPLANATION: The City's grants consultant has confirmed that the Media Arts Program administered by the Downtown Community Television Center is inviting applications for grants. Public libraries are eligible to apply. Funds are to be used for any video project that would be of significant ber_efit to the community. As part of an effort to document and collect local history resources, the library would 1i.ke to develop an oral history project. The idea would be to identify longtime residents or descendants of pioneer families who could describe events and people who have contributed to Carlsbad's history. These people would be interviewed on videotape. Some still photography or copies of photographs would also be used and these in turn would be videotaped as part of each program. Completed programs would become part of the library's local history archives and would be made available to schools, colleges, organizations, and interested citizens. The library's Audiovisual Department already has the video equipment and the expertise. Grant funds would be primarily for blank tape, film, and processing costs. FISCAL IMPACT: No direct costs to the City. There would be in -kind contributions by library Audiovisual staff who would carry out the project. EXHIBITS: A. We have requested an application packet and upon its receipt, we will be happy to begin developing a proposal on your behalf. All funds received or grants approved through this program will count toward the contractual agree- ment between Carlsbad Public Library and Inter- national Systems, Inc. WHEREAS, the Carlsbad City Library wishes to further develop a video project to document and collect local history resources; and WHEREAS, the Library wishes to submit an application to the NEA Media Arts Program to fund said project; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That staff is hereby authorized and directed to submit said application.
