TITLE: California Parklands Act of 1980
City Council adopt Resolution No. approvi-ng the application for grant funds for Macario Canyon Par
ITEM EXP LANAT I ON :
In February of 1981, the City submitted an application to the California
State Department of Parks and Recreation for $161,752 from the California
Parklands Act of 1980. The grant monies will be utilized for acquisition
of Macario Canyon Park.
On February 24, 1981 a resolution was adopted by the City Council ap-
proving the priority plan for expenditures determined by San Diego County
Staff believed that the resolution passed by the Council in February was
sufficient to complete the application. However, the state has notified
the Parks and Recreation Department stating that a second resolution is
required.
FISCAL IMPACT:
The City will recieve $161,752 for the acquisition of Macario Canyon
Park. Matching funds are not required as a condition of the grant.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA
APPROVING THE APPLICATION FOR 1980
STATE GRANT MONEYS FOR MACARIO CANYON -- PARK LAND ACQUISITION. --

WHEREAS, the people of the St$te of California have enacted
the California Parklands Act of 1980, which provides funds to the
State of California and its political subdivisions for acquiring
lands and for developing facilities for public recreation and
historical purposes; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibilty for the administration of the pro-
gram within the state, setting up necessary procedures governing
application by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by resol-
ution the approval of applications prior to submi'ssion of said
applications to the state; and
WHEREAS, the applicant agency will enter into an agreement
with the State of California for the acquisition and/or development

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. Approves the filing of an application for 1980 state
pant assistance for Macario Canyon Park Land Acquisition project; I

3. Certifies that said agency understands the assurances

4. Certifies that said agency has or will have sufficient
funds to operate and maintain the project; and
5. Certifies that said agency has reviewed and understands
the General Provisions contained-in the state/local agreement; and
Appoints the Parks and Recreartion Director as agent of the
city to conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements, amendments,
payment requests, and so on which may be necessary for the comple-
tion of the aforementioned project.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, held on the 19th
day of JanuarY , 1982, by the following vote, to wit:

Acceptance of County priority plan for allocation of California Parklands Act of 1980 fuhds.
Statement of the Matter
The County, cities and special districts in San Diego have been working to-
gether over the past several weeks to reach agreement on a priority
expenditure plan to allocate $6.4 million in California Parklands Act of";'.
1980 monies. The plan must be submitted to the State before March 1, 1981 in order to receive the funds this fiscal year.
An agreement, giving the City of Carlsbad ~$161,752, was reached on February 11, 1981. The plan needed the approval of fifty percent of the
' jurisdictions comprising fifty percent of the population.
The Parks and Recreation Commission has considered a project priority list consisting of the following alternatives: .
Macario Canyon Park land acquisition
Jefferson/Buena Vista School Park Hosp Grove Park
. La Costa Canyon Park -.Phase I1
. Cannon Lake Park
They unanimously recommended that these funds be used for Macario Canyon
Park land acquisition and that those funds' ($161,000) saved in the Capital
Improvement Proje,ct budget for Macario Canyon Park be applied to other
parks and recreation priority projects to be determined at a late.lr, date.

BACKGROUND
At the February 11, 1981 meeting with the cities and county representatives, agreement was finally reached and recommended
to be adopted by the various cities and County Board of
Supervisors regarding $6.4 million in State Bond funds.
Disbursement Plan 2A received the majority vote with the City
of San Diego the only jurisdiction that voted no. Plan 2A gives the smaller cities more money as compared to the other
alternative that was being considered. The City of Carlsbad will receive $161,752; 2.5% of the total allocation.
The Parks and Recreation Commission recommended that plan 2A be accepted by the City and also recommended that funds be
applied for as soon as possible and be used for the Macario
Canyon Park land acquisition with the stipulation that the
$161,752 saved in the 80-81 Capital Improvement Project budget
be applied to other priority Parks and Recreation projects to be determined at a later date.
' RECOMMENDATION
Staff recommends plan 2A with funds being earmarked for the
Macario Canyon Park land acquisition. If City Council concurs,
and the State for disbursement of funds this fiscal year.

Council Action:
2-24--81 Council adopted Resolution 6447, approving the County of San Diego's
Priority Plan for expenditure of Proposition One, California Parklands
Act of 1380 Funds and application for these funds.
Council did not approve the request that those funds currently in the CIP
for Macario Canyon Park be applied to other parks and recreation priority
projects to be determined later, per the request of the P&R Commission.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE COUNTY OF SAN DIEGO'S PRIORITY PLAN
FOK EXPENDITURE OF PROPOSITION ONE,
CALIFORNIA PARKLANDS ACT OF 1980 FUNDS AND APPLICATION FOR THESE FUNDS.
County which are authorized to provide park and recreation service
and develop and submit to the State a priority plan for expendi-
ture of the County's allocation; and
WHEREAS, the County of San Diego has consulted the City of
Carlsbad in preparation of the priority plan for expenditure of th
County's allocation, including expenditures by eligible cities and
districts; and
WHEREAS, the City of Carlsbad has been actively participatin
in the development of an acceptable priority plan for expenditure
of the County's allocation of State bond funds; and
WHEREAS, 'The proposed priority plan provides that it shall .
have the approval by fifty percent of the cities comprising fifty
percent of the population; and
WHEREAS, each city, district.and the unincorporated area
shall first receive a base sum of $75,000, and the remainder shall
be divided between cities and unincorporated areas of the County
on the basis of their population with certain modifications; and
WHEREAS, the City of Carlsbad is in general agreement with
the County of San Diego proposed priority plan of expenditure of
State Bond Act funds which allocates to the City of Carlsbad
28 $161,752.

project will be the acquisition of land for
Macario Canyon Park or other projects approved by

That the Parks and Recreation Director is appointed
the authorized representative to execute and submit
all documents including, but not limited to appli-
cations, agreements, amendments, payment requests
which may be necessary for the completion of the

That the City Clerk is directed to inform the San Diego County Board of Supervisors of this

SUBJECT: Proposition 1 Allocations
Backeround .
Proposition 1 providcs $6.4 million in state bond monies for juris-
dictions in San Diego County. The County, seven Special Districts
and sixteen cities have until March 1, 1981 to reach agreement and
submit an expenditure plan in order to get the funds thls fiscal year. If no agreement is reached, the funds will not be available until next
fiscal year. The expenditure plan must be approved by fifty percent
of the cities comprising fifty percent of the population. The County
and City of San Diego have over 50% of the population, but they need
approval of a majority of the cities before a plan can be submitted. Two meetings have been held and no agreement has been reached to date.
The next meeting is scheduled for Wednesday, February 11, 1981 at
9:30 a.m.
Recommendation
1. Adopt plan 2-A as outlined on attachment (1).
2. Use State Bond Monies for acquisition of Macario Canyon Park
in the 80-81 fiscal year.
Parks and Recreation'Commission
. At the Febyuary 9, 1981 Parks and Recreation Commission Meeting the
Commission unanimously recommended:
1. Adoption of expenditures, priority plan 2-A.
2. Funds be used for acquisition of Macario Canyon Park with the
stipulation that equivalent funds saved be applied to other
Parks and Recreation priority projects to be determined at a
later date.

' Discussion
At the February 5, 1981 state bond meeting ten different. expenditure plans were discussed. These distribution plans were based on population and a minimum base amount and/or a combination of.hoth. Carlshad's share of the funds would range from $110,000 to $161,000. The prohlem is that the County, City of San Diego and one smaller jurisdiction can not agree on an equitable plan for fund distribution with the other
cities. At the last meeting a "compromise" plan was introduced that
the County would accept, giving Carlshad $110,000. Attachement 1 shows

a breakdown by jurisdiction of the two plans still being considered.
The effect on Carlsbad is substantial if the cities agree to the
"compromise" plan. A similar bond act in 1976 gave the City $136,000.
The North County cities met with Supervisor Eckert to apprise him of
the situation. He has agreed to look at the situation and discuss it
with other supervisors. The problem, it a'ppears, is that the County
has already earmarked the funds for certain projects. There will be
a meeting tomorrow to further discuss the impasse and the two remaining
options. North County will receive very little benefit from any money
going to the County as a large amount is expected to go to the Mission
Trails regional park development in the City of San Diego.
