RECOMMENDED ACTION:
City Council ddopt Resolution No.6767approving issuance of a
special permit to Snug Harbor Marina for use of Agua Hedionda
Lagoon to provide Jet Ski Races on January 31, February 21 E 22,
March 15, 28 & 29, and April 15, 28 & 29.
ITEM EXPLANATION:
On December 19, 1982, Snug Harbor Marina, located in the inner section
of Agua Hedionda Lagoon, conducted a Jet Ski Race. The event was extremely successful, and was held without incident. This prompted the company to plan several more activities of this nature on select- ed days from January to April 1982. However, a special permit must be issued to organize the races. The Marina requested that the City issue one permit for all the desired dates.
Based on past experience, it is estimated that the event will:
1. Provide additional income for the City.
2. Increase tourism.
3. Utilize the lagoon during the slower winter months.
Staff recommends that the races activity be evaluated after each
race.
If problems occur, such as noise, complaints, accidents, etc., the
City Council will have the right to cancel the permit.
FISCAL IMPACT:
The City will acquire approximately $900 in revenue from the boats
that are launched.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE ISSUANCE OF A SPECIAL
PERMIT TO SNUG HARBOR MARINA, TRANS WORLD RECREATION TO CONDUCT JET SKI
RACES AT AGUA HEDIONDA LAGOON. --
WHEREAS, the Snug Harbor Mar<na,Trans World Recreation
plans to offer Jet Ski Races on January 31, February 21 E 22,
March 15, 28 E 29 and April 28 E 29, 1982 at Agua Yedionda Lagoon;
and
WHEREAS, the applicant has agreed to provide Rider Insurance
($300,000), Liability Insurance ($l,OOO,OOO>, a Holdharmless
agreement, ambulance service, security guards, and safety boats
(with trained personnel);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
1. That the above recitations are true and correct; and
2. Approve the issuance of a special permit for the use
of Agua Hedionda Lagoon on the dates specified above; and
3. That the City will evaluate each race and has the *
option to cancel the permit at any time;
PASSED, APPROVED AND ADOPTED.at a regular meeting of the
City Council of the City of Carlsbad, California, held on the 19th

recent mber 19th. in turmoil due to a misunderstanding by one of our em- ployees, but, when the event got underway things went smoother than planned. A total of 80 participants sh-
owed up and everyone that participated called the event
and the site one of the best ever. There were quite a
few local spectators here and they enjoyed it as well, of course the beautiful weather made it even better.
On the monetary side of the event we faired very well,
as did a few of the local merchants, many people stayed
at local hotels and ate at different restaurants in town, which sure helps out during the slow winter months. We issued a check to the City for $60.00, because we launched 60 boats that day. I would like to point out
the way the races were run, there were no more than 4
Jet Skiis on the lagoon at once. This worked out very
well, because we did not have.one noise complaint from
anyone around the rim of the lagoon a11 day. We also
had a lane open for the boaters-to use the launch ramp and ski on the rest of the lagoon. All in all the event was a total success and I see a good future for these

The intent of this letter is to request a City
Special Event Permit. I would like this permit
issued to my company, Snug Harbor Marina Inc. We
plan to hold a Jet Ski race identical to the one
held on December 19 1981, wlich came off without a hitch. We would like to have 2 races a month up until May and if possible, obtain a single permit
for all of them. These races would stimulate our
winter income and add additional revenue to the City, probably around $900.00. While these races are going on the boat launching ramp will still be
open for boaters with City permits. The dates I
would like to request are:

We will provide the following at all these events:

Landing insurance(1,000,000.00)
