In September, 1981, the Housing and Redevelopment Director terminated city employment. In November, 1981, the existing
Building Director was assigned the responsibilities of Housing
and Redevelopment Director. The net result is a vacant budgeted position of Housing and Redevelopment Director.
completed an analysis of the Building, Housing and Redevelopment
Department and is proposing an amendment to the Classification
and Management Salary Plans. The Personnel Department in concurrence with the Building, Housing and Redevelopment Depart- ment has prepared a classification description for Community Redevelopment Manager at an appropriate salary range. Including
Community Redevelopment Manager and excluding Housing and Redevelopment Director from the classification plan will allow the Building,Housing and Redevelopment Department to organize and operate more effectively. Recommended salary for Community
Redevelopment Manager is $909 - $1136 biweekly.
City staff has
FISCAL IMPACT
The current budget has $30,998 allocated for Housing and Redevelopment Director which is within the established salary range of $25,012 - $36,998. The completion of internal and external agency salary surveys rendered the salary range of
$23,634 - $29,536 as appropriate for Community Redevelopment Manager. A salary savings will result because the salary range for Community Redevelopment Manager is lower than that for Housing and Redevelopment Director.
Actual expenditures for personnel must include an additional
359, for benefits which brings the actual annual cost up to
$31,906 - $39,874. Estimated expenditures for the remaining five months of the fiscal year are $13,294 - $16,614.

tion of Community Redevelopment Manager, and the exclusion of the designated management position of Housing and Redevelop-
ment Director with the City of Carlsbad.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 2, CHAPTER 2.48 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION
2.48.030 (7), TO ADD THE POSITION TITLE OF
COMMUNITY REDEVELOPMENT MANAGER AND TO
DELETE THE POSITION TITLE OF HOUSING AND
REDEVELOPMENT DIRECTOR.
The City Council of the City of Carlsbad, California, does
ordain-as follows: .
That Title 2, Chapter 2.48 of the Carlsbad Municipal Code
is hereby amended by the amendment of Section 2.48.030 (7) to
read as follows:
" (7 * Employee, management" means any employee having
significant responsibility for formulating and administering
city policies and programs, including but not limited to'
the following positions:

THE CLASSIFICATION AND MANAGEMENT SALARY PLANS OF THE CITY TO INCLUDE THE CLASSI-
FICATION OF COMMUNITY REDEVELOPMENT
MANAGER, AND DELETE THE CLASSIFICATION
OF HOUSING AND REDEVELOPMENT .DIRECTOR.
WHEREAS, the City Manager recommends and the City Council
?oncurs with the addition of the position title of Community Rede-
JeloprmtManager and the deletion of the position title of Housing
and Redevelopment Director from the classification and Management
Zompensation Plans .is necessary;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:

MANAGER
DEFINITION
Under general direction of the director of Building, Housing, and Redevelop-
ment to plan, supervise, and coordinate a variety of redevelopment
programs; to provide administrative and-technical staff assistance; to be responsible for specific programs and services; and to do related
work as assigned.
EXAMPLES OF DUTIES
Plan, direct, supervise, coordinate, and participate in redevelopment program activities including land appraisal and acquisition, developer contracts, land sales contracts, demolition, relocation and project feasibility and economic analysis.
Serve as staff to the City Council, Planning Commissian, Redevelopment
Agency, and other commissions and committees in redevelopment matters,
including the preparation and presentation of complex reports and
recommendations.
Respond to difficult citizen complaints and requests for information.
Represents and acts for the Director of Building, Housing, and Redevelopment inthe budget process and assists in the preparation and
administration of the Redevelopment budget.
Prepares reports and written correspondence.
Develop recommended' criteria, approaches, policy, and administrative decisions for specific city programs.
Design an?! implement systems and forms for use in operation.
Coordinate programs with other city departments and interdepartment
divisions, and with outside agencies.
Interpret applicable laws, regulations, and policies.
Supervise and participate in' the conduct of complex studies related to
the redevelopment program.
Supervise, train, and evaluate assigned staff.
QUALIFICATIONS
Knowledge of:
Principles, practices, and methods of public administration
budgeting, purchasing, and personnel management.
Federal, state, and local laws and regulations pertaining to community redevelopment programs.

Knowledge of:
Financial procedures and regulations perta.ining to loan manage- ment, real estate, and property improvements.
Grant development methods and techniques.
Ability to:
Effectively plan, direct, coordinate, and review community
development programs.

accordance with laws, regulations, and policies.
Establish and maintain cooperative relationships with city
officials, employees, the general public, and representatives of other agencies.
Communicate clearly and concisely, orally and in writing.
Collect and analyze data and deirelop complex plans and reports.
Negotiate with property owners, private developers, and investors.
Supervise, train, and evaluate assigned staff.
Experience and Education
Any combination equivalent to experience and education that
would be qualifying. A typical way to obtain the knowledge
and abilities would be:

Experience
Three years of progressively responsible experience in
the administration of housing, community development or
redevelopment programs, including one year of supervisory
experience.
Education
Equivalent to a bachelor's degree from an accredited college or university with major work in planning, public administration, community development, urban design, or
related field. A master's degree in public or business administration or a related field is desirable.
