RECOMMENDED ACTION:
City Council direct staff to prepare the necessary documents tc
lease 60 to 75 acres of agricultural land using specific mitige
tion measures at Macario Canyon Park for a minimum of three
years, renewable each year thereafter, and establish a special
account to identify the revenue that has been generated by the
lease and utilize the funds for future Macario Park Developmenl
ITEM EXPLANATION:
The City has been contacted by several farming businesses who i
interested in leasing a portion of Macario Park for agricultur<
use.
Staff feels that due to economics, the phasing program for Mac<
Canyon Park Development Plan may be deferred for some years.
the interim, leasing the land for agricultural use is very
sensible.
The following were contacted for input and to evaluate the fea
bility of agricultural use and constraints:
1. California Department of €ish and Game
2. U.S.D.A. Soil Conservation Service
3. San Diego Gas I Electric Company
4. Environmental Impact Report 5. Agriculture Advisory Committee
After a careful anaylsis, it was found that approximately 60-7
acres are available for agricultural use, if preservation and
servation measures are incorporated into the lease which are:
1. Preservation of biological areas and lagoons.
2. Use of the Universal Soil Loss Equation.
3. No slope over 30% be farmed.
4. Utilize a "Resource Management System".
5. No soil be left uncropped.

Staff recommends that a lease document be prepared to include
above mitigation measures for a minimum of three years, renews
on a yearly basis, thereafter.
Only soils falling in classification 11-IV be farmed.
Archeological areas are not to be disturbed.
Areas of agriculture should be contiguous.
PARK AND RECREATION COMMISSION:
On January 18, the Parks and Recreation Commission unanimouslb
recommended approval of leasing Macario Canyon Park for agricL
use.

FISCAL IMPACT:
It is estimated if the usable land is leased at approximately
$200-250 per acre, that approximately $12,000 to $18,000 will
be generated per year. Costs to the City will be:
Lease Preparation $1,000
(Includes staff time, advertising
and bid compliance)
Maintenance Costs for $ 600/year

Following is our recommendations, if included in a lease, that would reduce
erosion and maintain City Agricultural land in a condition allowing substanti:
agricultural production.
Erosion and Sediment Control, Agricultural Land
On Cropland with sheet and rill erosion, the Universal Soil Loss Equation
(USLE) will be used for predicting erosion rates. Any combination ot croppin
and management systems that predict an erosion rate less than the soil loss
tolerance will be considered to provide satisfactory erosion control.
On Cropland without significant sheet and rill erosion, Soil Conditioning
Rating Indices will be used to develop any combination of management
practices that provide for maintaining the soil for sustained production of
high quality crops.
We will be glad to work with you and the City on sediment and erosion problem anytime. Please let me know if you have any questions on the above.
