Cotton and Associates for preparation of an Environmenial Impact Report. Staff is also recommending that the City Council ADOPT Resolution No. 6-· g'"C c2._ __ , authorizing the Mayor to enter into an agreernen t with the developer to ensure adequate provi~ion of funds for the EIR. ITEM EXPLT:.m.\TION The proposed project is a General Plan Amendment, preannex- ational Zone Change and Tentative Tr?ct Map for 110 acres located (!nap attached) just nocth of ·Palomar Airpor:t Road near Laurel 'rree Lane. The developer has submit ted draft environmental i~formation regarding this project and the Planning Director has deterffiincd that an EIR is necessary. Staff distributed requests .Eor pr?posals ;:.o five consulting finPs for preparation of the draft ~IR. The bids were as follows: ( 1} PBR ( 2) 1-JESTEC (3) Donald A. Cotton ( 4} LSA ( 5} Planning Cent.er $5,748.00 8,975.00 5,320.00 12,940.00 12,980.00 Since all three firms are equal in their ability to provide this EIR, staff is recommending the low bid. (:Oonald A. Cotton}. FISCAL H1PACT The EIR consultant, Donald A. Cotton & Associates, is hired by the city and paid for by the developer. No direct costs will be incurred by the city although £orne staff time will be utilized for processing. EXHIBITS 1. COTTON AND ASSOCIATES FOR PREPARATION. OF AN ENVIRONHENTAL IMPACT REPORT FOR A 110 ACRE PROJECT IN THE CITY OF CARLSBAD The City Council of the city of Carlsbad, California, does 6 hereby resolve as follows: 7 1. That certain agreement between the city of Carlsbad and 8 DONALD A. COTTON & ASSOCIATES for preparation of an environmental 9 impact report for a 110 acre project, a copy of which is on file 10 with the City Clerk, and incorporated herein by reference, is hereby 11 approved. 12 2. That certain agreement between the city of Carlsba~ 8 and Huntington Beach Company, for provision of EIR funds, a copy of 9 10 11 12 13 14 151 16 17 18 19 20 21 22 231 24 25 26 27 28 which is on file with the City Clerk, and incorporated herein by reference, is hereby approved. 2. The Mayor of the city of Carlsbad is hereby authorized and directed to execute said agreement for and on behalf of the city of Carlsbad.
