RCCOMMENDED ACTION:
Staff recommends that the City Council ADOPT Resolution No.
L/ '7Cf'!} 1 authorizing the t·1ayor to enterinto an agreement with
the consulting firm Donald A. Cotton and Associates for
preparation of an Environmenial Impact Report. Staff is also
recommending that the City Council ADOPT Resolution No.
6-· g'"C c2._ __ , authorizing the Mayor to enter into an agreernen t with
the developer to ensure adequate provi~ion of funds for the EIR.
ITEM EXPLT:.m.\TION
The proposed project is a General Plan Amendment, preannex-
ational Zone Change and Tentative Tr?ct Map for 110 acres located
(!nap attached) just nocth of ·Palomar Airpor:t Road near Laurel
'rree Lane. The developer has submit ted draft environmental
i~formation regarding this project and the Planning Director has
deterffiincd that an EIR is necessary. Staff distributed requests
.Eor pr?posals ;:.o five consulting finPs for preparation of the
draft ~IR. The bids were as follows:

Since all three firms are equal in their ability to provide this
EIR, staff is recommending the low bid. (:Oonald A. Cotton}.
FISCAL H1PACT
The EIR consultant, Donald A. Cotton & Associates, is hired by
the city and paid for by the developer. No direct costs will be
incurred by the city although £orne staff time will be utilized
for processing.

.A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING AN AGREEMENT BETWEEN
THE CITY OF CARLSBAD AND DONALD A. COTTON AND ASSOCIATES
FOR PREPARATION. OF AN ENVIRONHENTAL IMPACT REPORT FOR A
110 ACRE PROJECT IN THE CITY OF CARLSBAD
The City Council of the city of Carlsbad, California, does
6 hereby resolve as follows:
7 1. That certain agreement between the city of Carlsbad and
8 DONALD A. COTTON & ASSOCIATES for preparation of an environmental
9 impact report for a 110 acre project, a copy of which is on file
10 with the City Clerk, and incorporated herein by reference, is hereby
11 approved.
12 2. The Mayor of the city of Carlsbad is hereby authorized
13 and directed to execute said agreement for and on behalf of the city
14 /of Carlsbad.
15 I PASSED, APPROVED AND ADOPTED at a regular meeting of the
16 City 'Council of the city of Carlsbad, held on the 2nd day of March,
