ClI STATE BEACH PLANNING CITY AlNm CITY MOR.& RECOMMENDED ACTION: Authorize staff to make presentation to State Beach and Park meeting on March 17, 1982. ITEM EXPLANATION: The State is developing a general plan for the San Diego County coast from the Silver Strand to San Onofre. Carlsbad State Park, north and south, makes up 5 miles of beach included in the study. The state will make no improvements to the beach property until the general plan is adopted. Current schedule calls for: 1. an initial hearing March 17 for public input; 2. a review of alternative development proposals Sept., 1982; 3. hearing on final plan Feb., 1983; 4. adoption of final plan Sept., 1983; 5. construction after 1983. The city has no long range plans for beach improvement. The beaches and lagoons were left out of the Parks and Recreation Element of the General Plan because of state ownership and control. However, we have a vital interest in the planning process. City staff will be working with state staff during the coming year. We need to enlist public support for the planning and for the development of Carlsbad beaches. The state money will go where the interest is demonstrated, The state acknowledges that San Diego County attracts 12% of the total beach visits in the state and that San Diego's beaches have received less money and less attention than any other comparable area in the state. So we clearly are entitled to priority consideration. At the Council workshop March 9, I would like to accomplish two things: 1. get Council ideas for long range development of the beach; 2. consider alternatives for improved parking along the beach. Staff will present some rough preliminary concept plans for beach parking projects and other developments.
