HD. f,,v21' CITYATTYVJ;B CITY MGR.~ RECOMMENDED ACTION: The Director of Utilities reconmends that Council support Proposition 9 on the June 1982 ballot by adopting Resolution lo fl/ ITEt-1 EXPLANATION: The citizens of Carlsbad will vote on statewide Proposition 9 (the Peripheral Canal issue) in the June 1982 election. The Peripheral Canal will provide State Water Project water to Southern California to replace Colorado River water which will be lost in 1985. The facilities will transport water around the Sacramento Delta which is the most economical, efficient and envir~n- mentally acceptable means of providing this water to Southern California to ensure our water supply and life style for the future. The voters of Carlsbad should be urged to support Proposition 9. FISCAL IMPACT: The costs of the Peripheral Canal will be borne by those water users who directly benefit. It will be financed by revenue bonds and the California Water Fund. It is estimated that costs will add about $10 per year to each family's cost of water (about 3¢ per water unit). This will increase costs for usage of water by city facilities by less than $500 per year. EXHIBITS: A. (2131 626,4202 l' ,, 'I RESOLUTION 7893 RESOLUTION OF THE BOARD OF DIRECTORS, METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA, IN SUPPORT OF PROPOSITION 9 WHEREAS, the State W.ei.ter Project furnishes water to more than 15 million people in the South San Frannisco Bay area and Southern California, and to hundreds of thousands of acres of agricultural land in the San Joaquin Valley; and WHEREAS, the State Water Project will be the largest single source of water supply for Southern California after the Central Arizona Project is completed in 1985 and that state takes delivery of the Colorado River water which southern California is presently using but to which Arizona is entitled; and WHEREAS, Proposition 9 on the Jun~ 1982 ballot combines construction of the Peripheral Canal and additional water development, conservation, reclamation, and groundwater management programs as outlined in Senate Bill 200 with comprehensive environmental guarantees contained in Assembly Constitutional Amendment 90; and WHEREAS, the Legislature and the Governor of this state have approved Senate Bill 200 and the people of this state have approved Assembly Constitutional Amendment 90 known as Proposition 8 at the November 1980 election; and WHEREAS, the Peripheral Canal has been found to be the most economical, efficient and envi~onmentally acceptable method of moving water across the Sacramento-San Joaquin Delta; and WHEREAS, this board has consistently expressed its support of senate Bill 200 and Assembly Constitutional Amendment 90. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of The Metropolitan Water District of Southern California at its meeting of February 9, 1982, does express its unqualified support of Proposition 9 at the June 8, 1982, election.
