HD.____ MTG. 4-5-82 COUNTY FIRE DEPARTMENTS[CITY ATTYM. DEPT.-FL- ICITY MGR:= RECOMMENDED ACTION: THAT THE CITY COUNCIL ADOPT RESOLUTION NO. APPROVING AND ADOPTING THE SAN DIEGO COUNTY MUTUAL AID PLAN FOR FIRE DEPARTMENTS. ITEM EXPLANATION THIS PLAN WILL REPLACE THE EXISTING SAN DIEGO COUNTY MUTUAL AID AGREEMENT SIGNED IN 1969. THE NEW AGREEMENT HAS SEVERAL EDITORIAL CHANGES AND OTHER MINOR CHANGES TO CLARIFY THE AID TO BE FURNISHED AND RESPONSIBILITY OF THE FIRE CHIEF. THE MAJOR REVISION IN THE NEW PLAN ALLOWS ANY ORGANIZED FIRE DEPARTMENT WITHIN THE COUNTY TO PARTICIPATE. THE ORIGINAL AGREE- MENT LIMITED PARTICIPATION TO THE THEN EXISTING DEPARTMENTS. SINCE 1969 TIiERE HAVE BEEN SEVERAL NEW FIRE DEPARTMENTS FORMED THAT WISH TO BECOME MEMBERS OF THE COUNTY AID PLAN. WE BELIEVE IT IS DESIRABLE TO HAVE A COUNTY -WIDE PLAN TO COORDINATE THE FIRE PROTECTION RESOURCES WITHIN THE COUNTY. SHOULD A LARGE SCALE COUNTY EMERGENCY OCCUR. FISCAL IMPACT SOME COSTS FOR OVERTIME PAY CAN BE ANTICIPATED WHEN CARLSBAD RESPONDS TO OTHER AREAS OF THE COUNTY TO RENDER AID. IT IS DIFFICULT TO ESTIMATE THOSE COSTS; HOWEVER, WE WOULD NOT EXPECT IT TO EXCEED $1,500.00 IN ANY GIVEN YEAR. THE ONLY COST TO CARLSBAD WHEN RECEIVING AID IS THE COST OF AIR DROPS AND BULLDOZERS. TO DATE WE HAVE NEVER INCURRED ANY OF THESE CHARGES. EXHIBITS A. RESOLUTION NO.#6?3 2 B.
