PARK DRIVE PUBLIC IMPROVEMENTS
RECOMMENDED ACTIOI!I:
Require property owners to construct necessary improvements
along Park Drive.
ITEM EXPLANATION:
As conditions of approval of four minor subdivisions and two
boundary adjustments, developers either si.gned Future Improve-
ment Agreements or posted bonds for the construction of
street improvements along the northeasterly side of Park
Drive. This stretch of improvements totals 1,322 feet of as-
phalt paving, curb, gutter, and sidewalk and will produce a
48-foot wide roadway joining two already improved street
sections.
At the City Council meeting on November 17, 1981, Council
d,ecided to postpone these improvements until 1984.
Since that time, the City has received numerous letters pro- - testing the Council's decision to delay the improvements.
The letters cite heavy traffic on Park Drive, the blind cor-
ner created by the narrow street section, and a need for
sidewalks as reasons to install the improvements now.
At the direction of the City Manager, the item is being re-
turned to the Council for reconsideration. All property
owners in the vicinity have received notice of the meeting.
FISCAL IMPACT:
The cost of the improvements will be approximately $70.00 per
foot ($92,540.00); plus the cost of removing the row of Palm
trees. After City acceptance of these public improvements,
they will be added to the Streets Maintenance Program.

RE: Street Improvements at 4550 Park Drive, Carlsbad
Dear Mayor Packard, and Councilmembers:
I join with my neighbors on Calavo Court in expressing our strong opposition to the Council's recent decision not to require street improvements to be installed at this time at 4550 Park Drive, Carlsbad. While I understand and appreciate the use of "future street improvement agreements ," I sincerely believe that its use at this site is totally inappropriate. Park Drive is carrying increasing amounts of traffic and the blind corner that now exists at this property is a true traffic hazard, as a drive south-bound on Park would demonstrate to even the most casual observer.
As a Planning Commissioner, 1 find it difficult to under-
stand the Council's reluctance to eliminate this obvious poorly
designed situation, especially on such a heavily travelled
street.
Instead of waiting for tomorrow to require these irn- provements, I join with my neighbors in requesting that the Council insist that they be installed NOW. To do otherwise
would be to allow a dangerous situatiorwhich could be easily corrected today, to go uncontrolled until who knows when.
Your prompt action is needed.

I understand that the improvements for 4550 Park Drive
have been delayed for unknown reasons and I as well as
others on Calavo Ct. are up in the air over this situa-
tion.
My home is located on the corner of Calavo Ct. and Park Drive and it is my feeling that if something isn't done soon to remedy this dangerous situation, a bad accident will occur with possible repercussions on you---it's inevitable. I have seen several close calls, one espe-
cially where the vehicle was forced into the adjacent
ditch.
Please give this matter your immediate attention and
have the street widened with sidewalks and curbs pro- vided as they should have been originally.

Please refer to the letter sent to me by Mr. Richard Allen, dated July 19,
1982 with a request for development of Park Drive according to the action
taken by the Council at their meeting of April 13, 1982.
When I purchased the property on Park Drive, now known as MS-533, I fully expected to be able to develop the property. To that end, a considerable
sum of money has been spent on engineering and various fees.

permit me to build on it. Now the City wants me to commit to spending many
thousands of dollars to improve the street without being able to do anything

Regarding the cost of improvements along your property, the original estimate you refer to in your letter was based on building a half-width street. I had
our staff prepare a more accurate estimate which shows that only 10 feet of additional pavement is required along your property at a cost of about $25,000, not $36,000. formation (including design work) is, frankly, a guess since the City has not done an asssessment district of this type in some time. I have discussed this with an assessment engineer who feels the project will be straight-forward and, therefore, a 50% increase is probably high.
As far as the extension of the timetable presented in my letter of July 19, 1982, it has, de facto, been granted since the City will now proceed with an assessment district which will take some time to complete. not begin until next summer.
I hope the above resolves your concerns regarding the improvements on Park Drive.
