RECOMMENDED ACTION:
Appoint a Council Committee to meet with Leucadia County Water
District to discuss Batiquitos Lagoon and boundary changes.
ITEM EXPLANATION:
At a meeting of the LCWD held April 8, 1982, a committee was
appointed to meet with Carlsbad City Council. The representatives
of Leucadia are Lois Humphreys and Elaine McDaniel.
Subjects which need to be discussed include:
1. Boundary adjustments between the City and the District.
The District has requested Carlsbad to complete the annexation/
detachment of the Seaport tract on El Camino Real at Alga Road.
Part of the subdivision pays taxes to LCWD but is sewered by
Carlsbad.
The Green Valley property owned by Hunt is not in a sewer district
now. When the area annexes to Carlsbad, who should provide sewer?
Staff will make a presentation to explain these and other
boundary issues.
2. Batiquitos Lagoon.
The sewer Board is considering introducing legislation to empower
LCWD to construct, operate and maintain public recreation
facilities and programs. Their apparent interest is to take over
development and control of Batiquitos Lagoon.
The City Council has previously instructed the City Manager to
annex the lagoon and develop a work program for long-range
development and management. We need to clarify the role of
LCWD in this effort.
The purpose of this agenda bill is to request Council discussion
and direction.

RESOLUTION OF THE BOARD OF DIRECTORS OF
LEUCADIA COUNTY WATER DISTRICT
REQUESTING AN AMENDMENT OF THE COUNTY WATER DISTRICT LAW
TO AUTHORIZE THE DISTRICT TO CONSTRUCT, MAINTAIN,
IMPROVE AND OPERATE PUBLIC RECREATIONAL
FACILITIES WITHIN THE DISTRICT •' , •
IT IS HEREBY RESOLVED by the Board of Directors of Leucadia County
Water District as follows:
Section 1. That this District request local members of the State
Legislature to introduce legislation amending the County Water District Law so
as to authorize the District to construct, maintain, improve and operate public
recreational facilities within the District when approved by majority vote of
the voters of the District.
Section 2. That the District explore the possibility of exercising
such authority in cooperation with the City of Carlsbad to enhance the recre-
ational values of Batiquitos Lagoon.
PASSED AND ADOPTED at a meeting of the Board of Directors of Leucadia
County Water District held April 8, 1982 by the following vote:
AYES: Directors. Humphreys, McDaniel, Kissick, Omsted
