Dear Frank, In accordance with our prior discussion, I'm submitting to you an offer to purchase the city owned property on Carlsbad Blvd. described as Assessors tax parcel Nos. 155-20-1 and 155-20-2. As we have discussed, my client desires to merge his contiguous parcel with yours and construct an office building on the two sites. present office building is located across the street and he is in need of additional space. I have discussed this company extensively with Roger Greer, Mike Holzmiller, Pat Tessier, and Kathryn Nicholas to see if we could possibly locate this firm in Carlsbad. They were all extremely helpful and took time to tour Fluid Systems facilities in San Diego to see if it was the type of operatio that would be conducive to Carlsbad. My understanding was that they all agreed it would be. My reason for writing is that Fluid Systems is interested in the property on the Buena Vista Lagoon off Carlsbad Boulevard which is owned by the City of Carlsbad. The parcel numbers of these properties are 155-200-01 and 155-200-02 (see attached). Fluid Systems has asked me to find out if the City would be interested in selling or leasing this property on a long term basis. We further recommend consideration of trading these parcels for a more appropriately located parcel in the city which could be earmarked for affordable housing. DISCUSS I ON The two parcels are located on Buena Vista Lagoon just west of Carlsbad Blvd. The City has been approached by two separate parties wishing to purchase the land or secure a long term lease. Staff has investigated the use of these properties from a redevelopment standpoint with particular consideration to affordable housing. There are a number of reasons why the property is inappro! for this use. The size of the property, the access to the property, and the maintenance to the access to the existing sewer pumping station render these difficulty in providing affordable housing, it is feasible that these parcels could be traded for a more appropriate site.
