PL I RECOMMENDED ACTION: DEPT. HD.GL~I@ CITY AINU/ Approve the proposed Street Name Change from Alfil Way to Corte de la Vista. ITEM EXPLANATION: This item is a request by the Davidson Company to change the name of Alfil Way to Corte de la Vista. Staff originally recommended denial (see attached Staff Report), however, between the time the Staff Report was written and the Planning Commission hearing, the owner submitted further justification for the name change. Specifically, the owner believes the name Alfil sounds too much like "Awful" and believes such a name would be detrimental to any marketing programs for a development on this street. The staff and Commission found this to be sufficient justification to approve the street name change. Also, the proposed name change meets the Council's policy regarding street name changes. FISCAL IMPACT: The fiscal impact to the city is the cost of replacing the existing street signs. EXHIBITS 1. P.C. Resolution No. 1938 2. Vista. * .. %' ' - .. I. PROJECT DESCRIPTION The Davidson Company is requesting approval of a street name change from Alfil Way to Corte de la Vista. Alfil Way is a resi- dential cul-de-sac, approximately 2200' in length, running in a , southeasterly direction off Alicante Road. Alfil Way is fully improved although no developments currently exist on either side., .- .- . 11. ANALYSIS _. Planning Issues 1) Is the proposed street name change consistent with the established City Council Pol.icy. Is there sufficient justification for the proposed street name change? .. 2) Discussion City Council Policy No. 20 establishes policy for naming and changing the names of Carlsbad's streets. In approving any street name change the justification for such a change, a replacement name and any effects of the change on other streets are to be considered. The Street Name Policy divides the city into seven geographical areas and designates classifications for.each of those areas (birds, cities, famous names). Alfil Way is in an area desig- nated for Spanish names. Alfil, in Spanish, means bishop, as in ,the game of chess. The existing name, therefore, is consistent with this portion of the Council Policy. The requested name, Corte de la Vista, would also be consistent with the Spanish theme e *- Staff does have concern regarding the justification for the pro- posed change. The applicant has stated that they believe that the proposed name better reflects the Spanish theme of La Costa street names (please see letter attached:). As the existing name , . e, . .. .. '.. . k .> is consistent with Council Policy, a street name change should only be approved with substantial justification. Although no residents would actually be affected, street name changes typically result in confusion. All of the city's maps, . including numerous base maps in all departments, map prints, assessors maps, subdivision maps, Fire Department and Police Department response maps must be updated. Additionally, the Postmaster, County Recorder, County Assessor Registrar of Voters, Chamber of Commerce, SDG&E, Pacific Telephone and. Thpmas Brothers, must be informed to correct their maps. The potential for confusion from these corrections and residents accus'tomed to . the old name, is great. For this reason, staff recommends . approval of street name changes only when significant justification for such a change exists. Staff does not believe that such justification has been presented and is.reluctant to establish this type of precedent, Overall, staff does not find sufficient justification to warrant the proposed street name change. 111.. ENVIRONMENTAL REVIEW The Planning Director has determined that this project is exempt .from environmental review and therefore has issued a notice of exemption on March 25, 1982 pursuant to Section 19.04.070(12). IV. RECOMXENDATION It is recommended that the Planning Commission ADOPT Resolution No. 1938, recommending DENIAL of SNC-20,. based on the findings contained therein. ATTACHMENTS 1. The Council did condition the approval on your paying the expense of replacing the existing signs.
