ENG DEPT.HD. CITY Am- CITY MGb- * RECOMMENDED ACTION: Introduce Ordinance No. 7062 Prohibiting the Use of Saline Discharging Water Softener Units in the Lake Calavera Hills Drainage Basin. ITEM EXPLANATION: The use of saline discharging water softeners greatly affects the cost and efficiency of a water reclamation system. Each of these water softeners dumps as much as 600 pounds of salt into the sewer system a year. That salt cannot be removed in the normal reclamation system; therefore, the use of reclaimed water would be exceedingly limited. The Engineering staff has researched this topic and feels that adoption of this ordinance is needed. FISCAL IMPACT: The Building Department, in its normal operations, issues permits and performs inspections on the installation of all water softeners. Since no additional procedures are required, no fiscal impact is foreseen. EXHIBITS: A. Vicinity Map S. Ordinance No. 70b 2 Prohibiting the Use of Saline Discharging Water Softener Units in the Lake Calavera Hills Drainage Basin. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 . 22 23 24 25 26 27 28 ORDINANCE NO. 7062 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNiA, AMENDING TITLE 13, CHAPTER 13.04 AND TITLE 18, CHAPTER 18.16 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDI- TION OF SECTIONS 13.04.050(L) AND 18.16.160 TO PROHIBIT SALINE DISCHARGING WATER SOFTENERS IN THE LAKE CALAVERA H I LLS DRA I NAGE BAS I N SECTION 1: That Title 13, Chapter 13.04, Section 13.04.050 of the Carlsbad hnicipal Code is amended by the addition of subsection (L) to read as follws: "(L) It shall be unlawful to install or replace any plumbing equipment, including any automatic or self-regenerating water softener unit, the operation 3f which may result in the discharge of saline waste into the sewerage facilities in the Lake Calavera Hills Drainage Basin, or the discharge of such wastes that night pollute any surface or Underground stream, watercourse, lake or any body 3f water, including any underground, natural or artificial storage reservoir, Gr dhich might impair or contribute to the impairment of the usefulness of such Maters for human or animal consumption, or domestic, agricultural, industrial, 3r recreational purposes or for any other useful purpose." SECTION 2: That Title 18, Chapter 18.16 of the Carlsbad Municipal Codz is mended by the addition of Secrion 18,16.160 to read as'follows: "18.16.160 Section 612(g) of the Uniform Plumbing Code is amended by the 3ddi tion of the fol lowing: '.It stiall be unlawful to install or replace any plumbing equipment, inrfud- ing any automatic or self-regenerating water softener unit, the operation of dhich may result in the discharge of saline waste into the sewerage facilities in the Lake Calavera Hills Drainage Basin, or the discharge of such wastes rhat night pollute any surface or underground strearn, watercourse, lake or any body 2f water, including any underground, natural or artificial storage reservoir, or dhich might impair or contribute to the impairment of the usefulness of such nlaterc, for human or animal consumption, or domestic, agricultural, industrial, Dr recreational purposes or for any other useful purpose.'
