DEPT. UTL SAN DIEGO REGION WATER RECLAMATION AGENCY CITY MGR.
RECOMMENDED ACTION:
Council approve FY 82-83 budget and assessments of the San Diego Region Water
Reclamation Agency (SDCWRA) by minute motion.
ITEM EXPLANATION
The city is a member of the San Diego Region Later Reclamation agency created
under a Joint Powers Agreement.
In accordance with the agreement, the Board of Directors has approved a
FY 82-83 budget and has set appropriate assessments for member agencies. The
city's assessment is $5,400.00 based on sewer gallonage flows. Mr. Anear is a
member of the Board of Directors and Roger Greer is a member of the Technical
Committee.
FISCAL IMPACT
None at this time -- FY 82-83 assessment will be billed after July 1982. Funds
have been included in the city's FY 82-83 budget to cover the assessment.

Enclosed herewith is a certified copy of Resolution No.
82-1 of the Board of Directors of the San Diego 'Region Water
Reclamation Agency, adopting a general budget for the 1982-83
fiscal year and fixing the contribution to be paid by each
agency. As indicated, the assessment for your agency is
$5,400.
{ Pursuant to Section 23 of the Joint Powers Agreement
Creating the San Diego Region Water Reclamation Agency, you
are requested to approve the enclosed budget and assessment.
After all member agencies have given their formal approval,
i you will be billed for the assessment, on or about July 1,

RESOLUTION NO. 82-1
RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SAN DIEGO REGION WATER RECLAMATION
AGENCY ADOPTING A GENERAL BUDGET FOR THE
1982-83 FISCAL YEAR AND FIXING THE
CONTRIBUTIONS TO BE MADE BY EACH MEMBER
OF THE AGENCY
WHEREAS, Section 21 of the Joint Powers Agreement
Creating the San Diego Region Water Reclamation Agency .
provides that the Board of Directors shall adopt a general
budget for the ensuing fiscal year in sufficient detail to
constitute an operating outline of the funds needed and the
expenditures to be made for those administrative, study and
work projects of general benefit to all members of the Agency;
and
WHEREAS, Section 21 also provides that the budget shall
also set forth the contributions to be made by each member of
the Agency; and
WHEREAS, it is in the interest of the Agency to adopt
such a budget for the 1982-83 fiscal year and to determine and
set forth the contributions to be made by each member of the
Agency;
NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND
ORDERED by the Board of Directors of the San Diego Region
Water Reclamation Agency as follows:
1. That the budget which is attached hereto as Exhibit
A be and it hereby is adopted as the 1982-83 budget of the San
Diego Region Water Reclamation Agency.
2. That the assessments set forth on Exhibit B hereto
be and they hereby are established as the contributions to be
made by each member of the Agency for the 1982-83 fiscal
year.
3. That any public agency becoming a new member of the
San Diego Region Water Reclamation Agency during the 1982-83
fiscal year shall contribute to the Agency for the 1982-83
fiscal year the sum of $1,50^ plus an amount equal to $150 for
each 100,000 gallons or increment thereof, average daily
sewerage flow of said public agency during the 1981-82 fiscal
year, times the percentage of the 1982-83 fiscal year during
which t;te public agency is a member of the Agency.

Directors or the San Diego Region Water Reclamation Agency
held on the 1Gth day of April, 1982.
