RECOMMENDED ACTION:
It is our recommendation that the City Council adopt the re
Ordinance No. 9619 as well as adopt the Urgency Ordinance N
The TJrgency Ordinance requires a four-fifths vote.
ITEM EXPLANATION:
The City Council, at your meeting of May 18, 1982, introduc
Ordinance No. 9619 approving the change of zone from PC to
from PU to OS (ZC 254) for the expansion of the San Narcos
Meadowlark Waste Water Treatment Plant. In response to a x
from the District the Council directed the City Attorney tc
at your next meeting with an urgency ordinance that would a
rezone to become effective prior to June 15, 1982. The urp
ordinance is attached.

AN URGENCY ORDINANCE OF THE CITY COUIYCIL OF
THE CITY OF CALRSBAD, CALIFORNIA, ADOPTED AS
AN'EMERGENCY NEASURE TO AMEND TITLE 21 OF THE
ZONING MAP TO GRANT A CHANGE OF ZONE (ZC-254)
FROM PC TO FU AND FROM PU TO OS-OM PROPERTY
GENERALLY LOCATED ON THE WEST SIDE OF KANCNO
SAMTA FE ROAD AT SAN MARCOS CANYON.
WHEREAS, representatives of the San Marcos Count
District have stated that they have a favorable bid for t
construction of the pro.posed expansion of the Meadowlark
Water Treatment Plant which will expire before Ordinance
I 9619, introduecd'on May 18, 1982, can 11ecorn.e effective. I
ordinance approves a rezoning of the site which is neces:
accommodate the project.' Therefore, the City Council ha:

SECTION 1: Title 21 of the Carlsbad Municipal 1

shown on the map marked ZC-254 Exhibit A, attached here
made a part hereof.
SECTION 2: This ordinance is hereby declared t
emergency ordinance adopted as an urgency measure to pro
public health, safety and welfare and shall take effect
immediately upon its adoption. The facts, constituting t
emergency are set forth above in th.is ordinance.
