RECOMMENDED ACTION:
Authorize Staff to assist in Lagoon Clean-up Project,
EXPLANATION:
A request has been received from Charlotte L. Masarik
to assist her group with a lagoon clean-up project.
Mrs. Masarik is asking the City to assist with the printing
of flyers, provide trash bags, furnish portable toilets,
and provide a truck and driver. The clean-up project is
scheduled for June 12.
FISCAL IMPACT:
Cost estimated at $500.

Dear City Council Members,
I am the secretary of the newly formed committee to organize the Batiquitos
Lagoon Foundation and I am writing to you on behalf of all our committee
members to ask for your assistance.
Our committee has planned to have a clean-up morning, Saturday, th 12th June,
at 8.00 a.m. to 12.00 noon, on the Batiquitos Lagoon. We wish to collect
all the litter and large refuse, hopefully, clear-around the Lagoon,
depending on the number of willing hands we can muster. Senator Craven,
Mayor Packard and Assembleyman Frazee hopefully will be on hand to encourage
us in our efforts, and I am currently securing donated baked goods and
refreshments from local markets in the area.1
I have already obtained permission from Cal trans to use their Vista Point,
Park and Ride facility, as our headquarters, and Mr. Doug Mitchell in-
San Diego has authorized the Palomar Caltrans facility to issue us with
orange vests (for the La Costa Blvd. area) and 'trash spikes'.
Which brings me to the question of your help. Mr. Bradstreet of Parks and
Recreation and Mr. Packer of the City Maintenance Department, have kindly
offered to help us if the City approves our petition and the following is
a list of what our requirements would be:
(1) Large heavy-duty trash bags (from the City)
(2) Monday refuse collection (from the City)
(3) The printing of flyers - our mock-up is ready to go
(Parks and Recreation)
(4) The use of one Parks & Recreation truck with a driver
for the duration of the morning
(5) A portable toilet (and I am not sure who could provide
this for us).

The fliers will be distributed in local markets and I am instructed to
see that all the local newspapers get a press-release of our intended
activities. The actual incorporation of our Foundation will take time
to formulate, but in the meanwhile we are working on maintaining a
high-profile on volunteer activities, in order to keep the Batiquitos
Lagoon in the public eye and for them to appreciate this natural asset
which we are fortunate enough to have so near. We sincerely hope that
you will consider our cause.
