HP. jttfL CITY ATTYN/Fft CITY MGRxQc2*r RECOMMENDED ACTION: Defer change in drainage fees for six (6) month period, ITEM EXPLANATION: Section 20.09.0^0 of the Carlsbad Municipal Code provides for certain drainage fees per acre to be paid for subdivisions for the purpose of defraying the cost of removing storm water. These fees were originally adopted in 1980 and were revised in December, I98l. Section 20.09.070 of the Code provides that the fees shall be adjusted each June and December and the adjustment shall be based on the Engineering News Record Construction Cost Index. This index for November, I98l for the City of Los Angeles (the closest comparison) was ^538.59 and for May, 1982 it is ^533.15, a decrease of 0.1%. Since the change in the Engineering News Record Construction Cost Index is so small, the Engineering staff recommends no change in the drainage fee. The next adjustment will be presented to Council in December, 1982, and will cover the change in the index from May, 1982 to November, 1982. FISCAL IMPACT: The drainage fees will remain close to current cost so that, when the systems are constructed by the City, the money will be available to cover the cost. < _l O 8 EXHIBITS: None.
