ITEM EXPLANATION
At its June 1, 1982 meeting the City Council directed the City
Attorney to prepare documents approving five amendments to the
General Plan and one zone change as follows:
Resolution No.
GPA-6KC): A change from RLM (0-4 units/acre) to RMH (10-20
units/acre) on the north side of Alicante Road in La Costa.
GPA-61(F): A change from R C (Recreation Commercial) to PI/0
(Planned Industrial and Office) on the Carlsbad Raceway
Property.
GPA-61(G): A modification to existing boundaries of R M ( 4-
10 units/acre), RLM (0-4 units/acre) and OS (Open Space) in
northwest La Costa to accommodate the new golf course.
GPA-61(H): A change from OS (Open Space) to RM (4-10
units/acre) on the San Marcos Creek park site.
Resolution No.
GPA-61(D): Adding approximately 42 acres to the City's
sphere of influence in eastern La Costa east of future
Melrose Avenue.
Ordinance No.
Zone Change (ZC-251) to make the zoning for the property
subject to GPA-61(C) consistent with the changed General
Plan.
The two resolutions for the zone changes, if both are approved,
will constitute one General Plan amendment for the purposes of the
state law prohibiting amendments of the General Plan more than
three times in one year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE LAND USE ELEMENT
OF THE GENERAL PLAN. TO CHANGE THE LAND USE DESIGNA-
TIONS FOR ONE AREA OF THE CITY'S GENERAL PLAN
GPA-61 (D).
WHEREAS, the Planning Commission did on May 12, 1982
hold duly noticed public hearings as prescribed by law to
consider amendments to the Land Use Element of the General Plan
GPA-61 (D) -, and '
WHEREAS, the Planning Director and the Planning
Commission have determined that said amendments will not have
significant impacts on the environment and Negative Declarations
have been prepared and filed in satisfaction of the requirements
of the City of Carlsbad Environmental Protection Ordinance of
1980 and the California Environmental Quality Act; and
WHEREAS, THE City Council did oh June 1, 1982 hold a
duly advertised public hearing to consider said amendments and
at said time received the recommendations, objections, protests
and comments of all interested persons desiring to be heard; and
WHEREAS, the City Council, after considering all
proposed changes to the Land Use Element of the General Plan,

directed the City Attorney to return with appropriate documents
to allow the City Council to vote on the change individually as
a part of one single amendment to the Land Use Element of the
General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California as follows:
A. That .the above recitations are true and correct.

B. That this resolution and resolution no. 6894
constitute a single amendment to the Land Use Element of the
General Plan.
C. That the findings of the Planning Commission as set
forth in Planning Commission Resolutions No. 1951 (GPA-61(D))
constitute the findings of the City Council.
D. That the Land Use Element of the General Plan is
amended as follows:
1. GPA-6HD) ; Change the land use element to
include certain property, in the Carlsbad sphere of influence,
to wit: property generally located on the west side of Rancho
Santa Fe Road.approximately 600 feet north of La Costa Meadows
Drive, as shown on* the map marked Exhibit 2, attached hereto and
made a part hereof. •• . - .
PASSED, APPROVED AND ADOPTED at a regular meeting of
the Carlsbad City Council held on the 15th. day of June ,
1982 by the following vote; to wit:
AYES: Council Mambers Packard, Anear, and Lewis
NOES: Council Msnfoers Casler, and Kulchin

1950 (GPA-61 (G)); 1952 (GPA-61(H)) and 1953 (GPA-61 (F))
constitute the findings of the City Council.
D. That the Land Use Element of the General Plan is
amended as follows:
1. GPA-61 (C) ; Change the land use designation
from Residential/Low-Medium Density to Residential/Medium-High
Density on property generally located on the north side of
Alicante Road, east of Altiva Place, as shown on the map marked
Exhibit 1, attached hereto and made a part hereof.
2« GPA-61 (F) ; Change the land use designation
from Recreational-Commercial to a combination district of
Planned Industrial and Office on property generally located on
the north side of Palomar Airport Road approximately one mile
east of El Camino Real, as shown on the map marked Exhibit 3,
attached hereto and made a part hereof.
3' GPA-61 (C) ; Change the land use designation to
revise the boundaries between land use designations of
Residential/Medium Density, Resident ial/Low-Medium Density and
Open Space on property generally located in northwest La Costa
north of Alga Road and east of El Camino Real, as shown on the
map -marked Exhibit 4, attached hereto and made a part hereof.

ORDINANCE NO. 9_627
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING TITLE 21 OF
THE CARLSBAD MUNICIPAL CODE BY AMENDING THE
ZONING MAP TO GRANT A CHANGE OF ZONE (ZC-251)
FROM R-1-10,000 TO RD-M-Q ON PROPERTY GENERALLY
LOCATED ON THE NORTH SIDE OF ALICANTE ROAD,
EAST AND WEST OF ALTIVA PLACE.
The City Council of the City of Carlsbad, California
does ordain as follows:
SECTION 1: Title 21 of the Carlsbad Municipal Code is
amended by the amendment of the zoning map to grant a change of
zone (ZC-251) from R-1-10,000 to RD-M-Q on property as shown on
the map marked ZC-251 - Exhibit A, attached hereto and made a
part hereof.
SECTION 2: This project is approved upon the express
!
condition that the applicant shall pay a public facilities fee
as required by City Council Policy No. 17, dated August 29, 1979
and amended on April 2, 1982, on file with the City Clerk and
incorporated herein by reference, and according to the agreement
executed by the applicant for payment of said fee a copy of that
agreement dated June 25, 1981, is on file with the City Clerk
and incorporated herein by reference. If said fee is not paid
as promised, this application will not be consistent with the
General Plan and approval for this project shall be void. Said
fees shall be paid based on the April 2, 1982 version of Policy
No. 17.

EFFECTIVE DATE: This ordinance shall be effective

to the adoption of this ordinance and cause it to be published
at least once in the Carlsbad Journal within
