RECOMMENDED ACTION:
City Council adopt Resolution No. 6 9 C 2 .
ITEM EXPLANATION:
The Personnel Department has completed a job analysis on the
position of Planning Technician. The analysis revealed that
duties and responsibilities of the position at the public contact
counter are not accurately or completely identified in the exist-
ing classification description. The Personnel Department in
concurrence with the Planning Department has prepared a revised
classification description and appropriate salary range. Planning
Technician I will maintain the responsibilities and salary range
which are currently applied. Planning Technician II will perform
duties at the front counter, as well as other newly identified
duties, at an appropriate salary range. The recommended salary
is $650.01 - $776.45 biweekly.
FISCAL IMPACT:
Increased salary for remaining fiscal year: $397 - $486. Increased
salary cost annually: $2,381 - $2,915.

NOTE:
This reclassification proposal was approved in last year's
budget and complies with one of our reorganization goals of
having a more knowledgeable, experienced person at the front
counter.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF �CARLSBAD, CALIFORNIA, AMENDING
THE CLASSIFICATION AND SALARY PLAN OF
THE CITY TO INCLUDE THE CLASSIFICATIONS
OF PLANNING TECHNICIAN I AND II
WHEREAS, the City Manager recommends and the City Council
concurs, that the classifications of Planning Technician I and II
should be included in the city's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of'Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City.
Manager to add the classifications of Planning' Technician I and II
As described in Attachment A, attached hereto and made a part
thereof.
3. That the City Council authorizes and directs the City
Manager to add'the titles of Planning Technician I and tI to the
appropriate city Salary Plan as shown on Attachment B, attached
hereto and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 15th day of June , 1982,.

DEFINITION
Under general supervision, to perform a variety of subpro£essional
work; to gather and record data and prepare reports; to perform
drafting and illustration work in the preparat-ion and revision of
maps, graphs, and charts; to assist in enforcing zoning requirements;
and to'do related work as assigned.
DISTINGUISHING CHARACTERISTICS
Planning Technician I: This is the entry level class in the sub -
professional planning series. Positions in this class are normally
considered to bein a training status and perform a variety of
technicial planning related duties requiring technicial training and
education, but little practical experience. Under the training
-concept, positions assigned to'the class of'Planning Technician II
which become vacarit-may be filled at the Planniag TeahatjQiAn. I level,

reassignment to the Planning Techhician TZ level may be expected,
Planning'Technician II: This Is the journey level dubpzo£essional
class. Positions assigned to, thi,a elapp require tecbAjgAl and

exercising judgement and initiative while assuming more difficult
tasks. '
EXAMPLES -OF DUTIES
Assist in gathering and tabulating data on population, land'uset
subdivisionst and community design.
Participate in the processing of use permitsr•vari;ances,,And zoning
applications..
Check building plans; section,mapsr and regulations fax appxoJ?rf.ate-
. ness of site, of lot size, and setback.
Obtain namesIand addresses of property owners frQm.•county assessors
records for zoning hearing notices.
Assist public in completing applications for use i,n special pexmitsf
variances, ,and 'reclassifications.
Make land use field investigations.
Conduct field inspections for compliance with zoning,regulat�ons and
codes.

Prepare notices regarding violations and conduct reinspections to
assure compliances..
Design and draw a variety of maps, charts, and other graphic'
representations.
Answer questions from the public, meet and correspond with property
owners regarding zoning requirements.
Check final maps to see if all conditions for the development are
met, and submit to department head for final approval.
Prepare simple written staff reports pertaining to planning applica-
tions And nondiscretionary projects.
Conduct on `site environmental c-C.::tl-ete necessary form
indicating findings.
QUALIFICATIONS

Knowledge of:
Property description and requirements pertaining to prepara-
tion and maintenance of property maps.
Methods, practices, techpiques, and instruments used in drafting.
Skills related to the design and layout of development plans.
Some knowledge of the principles and practices of municipal
planning.'
Ability to:
Read and prepare maps, sketches, charts, graphs, and other
'graphic representations to be used for illustration in reports
and for display at public hearings.,
Understand and -carry out oral and written directions.
Establish and maintain cooperative relationships with those
contacted in the course of work.
Communicate clearly and concisely, orally and in writing.
Experience and Education
Any combination equivalent to experience and education that
could likely provide the required knowledge and abilities
would be qualifying. A typical way tp obtain the knowledge
and abilities would be:

Experience
One year of responsible technical planning experience
preferably'including drafting responsibilities or, if
no experience, have completed academic work similar to
Assistant Planner class.
Education
Equivalent to completion of the twelfth grade, including
or supplemented by courses in drafting, algebra, geometry,
and trigonometry.
Planning Technician II
In addition to the qualifications for Planning Technician I.
Knowledge of:
Organization and functions of the various agencies involved
in the•planning process.
Ability to:
Properly interpret and make decisions in accordance with laws,
regulations, and policies.
Enforce appropriate codes and regulations with firmness and
'tact.
Experience and,Education
Any combination equivalent to experience and education that
could.likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge
and abilities would be: '
Experience
Two years of responsible subprofessional experience in
planning;public contact duties involving development
processing, building, or engineering.
Education
Possession of an equivalent to a bachelor's degree from
an accredited college or university with major work in
planning, public administration, community development,
urban design, or related field.
