RECOMMENDED ACTION: City Council, acting as Redevelopment Commission, direct staff to prepare a letter for the Mayor's signature in support of a specific redevelopment proj ITEM EXPLANATION: A major redevelopment project is proposed as a retail-office building to be located at 325 Elm Avenue. has applied for an individual amendment to the Local Coastal Plan because of an inconsistency between the Redevelopment Plan and the Local Coastal Plan. Local Coastal Plan designates VisitorlCommerical, Redevelopment Plan ci for Commercial. Local Coastal Plan parking more restrictive than Redevelopmer The Housing and Redevelopment Advisory Committee has reviewed this proposal and as an advocate for quality development unanimously supports the project. It is a retail-office development which would enhance the Village Area and upgrade a basically unimproved location. Departments have reviewed the project and determined it to be acceptable. The applicant understands that it is not the policy of the City to initiate individual amendments to the Local Coastal Plan. However, a letter of support could assist this applicant in his pursuit of his own amendment. FISCAL IMPACT: None. The applicant (DRB #21 Kamar Construction Co.) This would enable us to bring the Local Coastal Plan and the Redevelopment Plan into con- f ormance.
