PER CITY 1AGR./!P RECOMMENDED ACTION: City Council adopt Resolution No. G 9S 7 ITEM EXPLANATION: The Personnel Department has completed a job analysis on the position of Engineering Technician II which is assigned and i performing duties of street lighting coordinator. In concur- ring with the Utilities Manager's request and recommendation for this position, the Personnel Department has prepared a more r appropriate classification description entitled Electrical Operations Supervisor. The recommended salary range is 37 at $733.76 - $876.94 biweekly. This is the same range at which other city supervisors are paid. Since a majority of the position's time is involved with supervisory duties, salary range 37 is appro- priate. J_ C) Z z O V 1 r II 1 RESOLUTION NO. 6957 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING 3 THE CLASSIFICATION AND SALARY PLAN OF THE CITY TO INCLUDE THE CLASSIFICATION 4 OF ELECTRICAL OPERATIONS SUPERVISOR. 5 WHEREAS, the City Manager recommends and the City Council 6 concurs, that the classification of Electrical Operations Supervisor ry should be included in the city's Classification and Salary Plan. 8 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 9 City of Carlsbad, California, as follows: 10 1. That the above recitations are true and correct. 11 2. That the City Council authorizes and directs the City 12 Manager to add the classification of Electrical Operations Supervisor 13 as described in Attachment A, attached hereto and made a part 14 thereof. 15 3. EXAMPLES OF DUTIES Develop and maintain a comprehensive plan for the inst&llation, repair, and maintenance of electrical equipment and street lights. Receive citizen inquiries and complaints and follow through to resolve or correct problems. Assign and review electrical maintenance and repair work of street lights and city facilities to Maintenance Electricians. Inspect and check work to sea that it is done properly and expedi- tiously. s Supervise and coordinate street light installations with S.D.G.&E. and private developers. Maintain files and records on street light locations, repairs and warranties. y t Conduct routine inspections of construction projects where street lights are being installed, to assure compliance with approved plans } and specifications. Note corrections and issue notices requiring modifications to work in progress. Participate in budget preparation and administration. Prepare Street Lighting Annual Assessment. Requisition and purchase parts and supplies for day to day operations. Coordinate electrical maintenance activities with other city depart- ments and, divisions, and with outside agencies. i Supervise, train, and evaluate assigned staff. # QUALIFICATIONS Knowledge of: Basic fundamentals of civil engineering. Proper construction techniques and use of materials. s t Electrical Operations Supervisor (cont.) Knowledge of: Applic4bie state, federal, and local codes and regulations. i Principles of supervision, training and performance evaluation. Recordkeeping and reporting procedures. I i Safe work practices. Ability to: { Plan, assign, and supervise subordinate employees in elec- trical maintenance and repair. Prepare and maintain accurate records and reports. 1 , Understand and interpret engineering records, maps, plans, and specifications. Properly inspect workmanship and materials. Establish and maintain cooperative relationships with those contacted in the course of work. ; s Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years of increasingly responsible subprofessional engineering or public works construction and maintenance j experience, including one year of supervisory experience. Education Equivalent to the completion of the twelfth grade supplemented by special training in public works engineering. MEMORANDUM DATE : July 7, 1982 TO Personnel Director (�1� FROM Administrative Assistant �✓'"' SUBJECT: Job Analysis on Engineering Technician II in Street Lighting Background a ROBERT MILLER is employed as an Engineering Technician II. His primary assignment and working title is street lighting coordinator. Roger Greer, Utilities Manager, instigated the job analysis noting ' that job duties have changed substantially since several depart- mental reorganizations, stating a new classification would be more appropriate. # F ? Recommendation Adopt a new classification of Electrical Operations Supervisor at an appropriate salary range, which is recommended at Range 37, $733.76 - $876.94, biweekly. f Discussion j Professionally accepted data gathering techniques were used and include literature review, incumbent completion of the position questionnaire, interview with the incumbent and interview with the division manager. Attempts to make external comparisons found that Escondido had a similar: position, but nowhere near identical in the functions performed. i The position questionnaire reveals that Mr. Miller occupies the majority of his time supervising the Maintenance Electrician. ; Mr. Miller prioritizes and assigns daily work to the Electrician who completes work in both street lighting and electrical maintenance Areas. Other tasks which require Mr. Miller's time include receiv- ing phone complaints and requests for electrical maintenance as well as maintaining appropriate files. These tasks are done on a daily basis. Remaining tasks such as coordinating work with Purchasing, Finance, and other departments take less time. Mr. Miller also coordinates installation, repair, and warranty work with developers and SDG&E. { Annually, the incumbent prepares the Street Lighting Assessment for City Council as well as a draft budget. Personal interview with Mr. Miller confirmed the tasks mentioned in the questionnaire. He did go into greater detail explaining that he receives all requests for electrical repair and maintenance from which assignments to the Electrician are made. 2 Mr. Miller must be able to read site plans and perform necessary inspections on the installed electrical work. IIe must act independently and follow through on complaints and that work orders are completed by the Electrician. He must also be able to supervise and evaluate assigned staff. An interview with Roger Greer, Utilities Manager, provided additional information. Mr. Miller's position and current duties are the result of combining several different tasks into what is now classi- fied as Engineering Technician II. Originally, separate individuals in the Engineering Department were performing inspections, assess- ments, contracts, and maintenance of street light maps. All of these tasks were combined and are now performed -by Mr. Miller. Another change occurred when Utilities and Maintenance were split from one another. Mr. Miller was assigned to Utilities and then given the full responsibility for supervising the Electrician. An additional Electrician.has been allocated in the FY V-83 budget and will increase Mr. Miller's supervising duties. Mr. Miller is also responsible for supervising related contract employees; Mr. Greer stated that the incumbent follows established procedures, but acts independently in their application. Mr. Miller must closely monitor timeline projects. He speaks with Mr. Greer only when complicated situations arise. Escondido's position of Electrical Services Supervisor is similar to the proposed classification of Electrical Operations Supervisor in that two Electricians are supervised. Escondido's position also calls for resolving complaints and maintaining a comprehensive plan for installation, maintenance, and repair of electricial equipment, and facilities including street lights. The major difference is that Escondido's Supervisor is a working supervisor who must have skill in performing electrician work. Escondido's salary range is $1569 - $1907 per,month. The salary range recom- mended for Carlsbad's position is $1590 - $1900 per month. This is the same range used for Street Maintenance Supervisor, Park Supervisor,, and Sanitation Supervisor. Although Mr. Miller is classified as an Engineering Technician II and performs some duties within this description it does not accurately describe all duties performed. Mr. Miller also performs some Construction Inspector duties, however, this classification is not complete or accurate in describing tasks performed and abilities required. The recommended classification of Electrical Operations Supervisor more approp_iately describes duties and abilities required to accomplish the tasks. Again, the recommended salary range for this classification is Range 37, 51590 - $1900 per month. 7
