City Ite* Expl~nation: Current street sweeping service provided by the City will cost approximately $304,900-$347,400 over the next two years. Contracting the same level of iervice would cost approximately $220,000 for two years. The three city q~ned sweepers need replacement or major overhaul. Information concerning the service is contained in the attached -memorandum from the Assistant City Manager/Maintenance and Operations. He also has de- tailed information concerning costs. Request for Proposal and c;,ther necessary documents are on file in the ~urchasing Department. Fiscal Impact: A cost savings to the City of approximately $84,900 to $127,000 over a two year period. TO: FROM: DATE: RE: MEMORANDUM City Manager Assistant City Manager/Operations and Maintenance July 28, 1982 Co~tract Street Sweeping It is recommended that the City consider contracting out its street sweeping operations and adopt a resolution authorizing the Purchasing Director to go out for bids for the service. Costs for street sweeping in the City will be approximately FY 1982-83 $108,400; FY 1983-84 $121,500. These amounts are for routine costs for parts, labor, fuel, operators and supervisory costs. In addition, the three sweepers need replacing or major overhaul at this time. Replacement of one of the sweepers is apptokimately $80,000. Major overhaul of two sweepers will be about $35,000 and will only extend the useful life an additional two years. If one of the sweepers is not replaced and another receive major ovjrhaul or two receive major overhaul, the City could be pretty much out of the street sweeping business in FY 83-84. A contract for the same level of street sweeping service that the City now provides would be approximately $110,000 for one year. In addition, the contractor would be required to bid on buying our thtee street sweepers and offering ~o hire the two City operators. If the operators desire to remain with the City, they can be absorbed into the Maintenance Department. A comparison of the cost of the street sweeping service for the next two years: City (includes pirts, labor, supervisory salaries, plus 1 fuel, operators replacement and $347,400 overhaul) City (sarue as above except major overhauls) zero replacement $304,900 Sweeping by Contract for the next two years $220,000 and 1 major and 2 3 l l I -,, ' I • l ! ~ This will amount to a savings of approximately $85,000 to $127,000 over a two year period, Details of cost figures for the City's street sweeping service are available if desired. We have approximately 360 curb miles that we sweep on an every other week routine. We sweep approximately 5 miles of the downtown area three times a week, We sweep three miles of curb median, seven miles of open-striped median on El Camino Real ~rom Highway o/8 to Olivenhain Road, The balance of the median is swept on an as needed basis. Work Hours: The downtown commercial sweeping begins at 3:30 A.M •• I~ takes us approximately 2 1/2 hours, We then start the residential areas. Our hours of work are adjustable and we have not had any complaints as to the hours we sweep. Disposal of Sweepings: Presently we dump on City land about 1/2 mile from Carlsbad City Hall. The sweepings are then picked up ~hd transported to the County dump located on Queithaven Road in San Marcos. Water: We take water from three different water districts. We are billed every three months. Hourly rate for additional sweeping: We are presently billing the County $21.50 an hour for El Camino Real. This should continue to be part of the contract, but at $45.00 per hour. Presently the cities of Oceanside, Chula Vista, Poway and Santee ~p~~~::_ract. The above recitations are true and correct, 2, The agreement documents are hereby approved. 3. The Purchasing Officer of the City of Carlsbad 1s hereby authorized and directed to proceed to make in accordance with law, the Request for ~ropos~ls for City street sweeping service in accordance.with the above referenced documents, PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad held the 17th day of August by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin, Chick and Anear NOES: None ABSENT: None J Al . ~-a,-{~
