ENG CITY MG R RECOMMENDED ACTION: Adopt Resolution No.(xaR l approving an agreement between the City and SANDAG for Traffic Engineering Services. ITEM EXPLANATION: The City, for the last several years, has provided its traffic engineering services by means of a consultant contract. For the last year and a half, this contract has been with SANDAG. The contract calls for 12 hours per week of consultant time. There have been some comments by developers that the consultant is not always immediately available. The consultant is in the office all day Monday and Friday morning. The City Engineer has reviewed the consultant's workload which is currently not exces- sive. His turnaround time in responding to most routine items is one-half day or less. The biggest delay comes when a review is requested on a Tuesday and the consultant is not available until Friday. The City Engineer . s discussed rearranging or adding working hours with the consultant. Due to his other commitments, chang- ing or adding hours would be difficult but possible, if necessary. If development activity increases during the current fiscal year, the City Engineer will request some additional time from the con- sultant. The Engineering Department has a Transportation position which is not funded for the current fiscal year. The traffic engineering workload will be monitored during the year and the use of a full- time transportation engineer evaluated. A recommendation will be made for consideration in the fiscal year 1983-84 budget. FISCAL IMPACT: The contract amount, with no extra time, is $13,634.00 based on an hourly rate of $21.85 per hour. The hourly rate is up from $19.00 last year, but is approximately half that of a private consultant. $15,000 has been budgeted for this service in Professional Services Account Number 01-31-10-2470. In the event additional hours are requested, additional funds may be transferred to this account from salary savings. La-r A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD AND SAN DIEGO ASSOCIATION OV GOVERNMENTS FOR PROVIDING TRAFFIC ENGINEERING SERVICES. The City Council of the City of Carlsbad does hereby resolve as follows: 1. That certain agreement between the City of Carlsbad and San Diego Association of Governments for providing traffic engineering services, a copy of which is attached hereto and made a part hereof, is hereby approved. 2. The Mayor of the City of Carlsbad is hereby authorized and directed to execute said agreement for and on behalf of the City of Carlsbad.
