TITLE RECOMMENDED ACTION: Appoint a voting delegate and alternate to the League of California Cities hual Conference. I'IEb! EXPLANATION : In order to expedite the business session of the hd hw Conference il' San Diego, October 17 thru 20, 1982, the League of California Cities has re( that each City Council designate a voting representative and an alternate. League Constitution provides each city an entitlement of one vote in matter: affect- micipal or league policy. The League has requested that the voting delegate form be forwarded to the Sacramento office as soon as possible. The City's voting delegate will be able to pick up the City's voting card at the league registration desk at t! Conference. All resolutions will be heard before the appropriate policy cornnittees on Sunday, October 17, 1982. The Ceneral Resolutions Camnittee on October 19, All resolutions that clear this cdttee will be available to delegates in advance of the general business session. The General Assembly will act on conference resolutions at the business session on Tuesday, October 20, 1982 fQyor Casler and Council Member Chick will be in attendance at the Conferen this year representing the City. rnIEITS : 1. It is especial important during these times of uncertainty for California cities to take the initiative developing positive programs for the future. Annual Conference resolutions will gUi cities and the League in our effort to improve the quality, responsiveness and vitality local government within this state. All cities should be represented at the Businc San Diego. To expedite this important policy-making meeting, each City Council should designate voting representative and an alternate who will be present at the Business Session. T League Constitution provides that each city is entitled to one vote in matters affecti municipal or League policy. A voting card will be given to the city official designated the City Council on the enclosed "voting delegate form." If the Mayor or a member of the City Council is in attendance at the Conference, it expected that one of these officials will be designated as the voting delegate. However, the City Council will not have a registered delegate at the Conference but will represented by other city officials, one of these officials should be designated the votj delegate or alternate. Please forward the enclosed "voting delegate form" to the Sacramento office of 1 League at the earliest possible time, so that the proper records may be established for 1 Conference. The voting delegate may pick up the city's voting card in the Leag Session on Wednesday morning, October 20 at 1O:OO a.m. in the Town and Country Hot( Registration Area, Lower Level, Conference Center, Town & Country Hotel, San Diego- If it becomes necessary for the voting delegate and the designated alternate to leave 1 Conference, the card may be transferred to another official from the same city, provid: the transfer has been cleared with the Credentials Committee, which will be responsil for distributing voting cards, It is suggested that the Mayor and all Council Members from a given city try to together at the Business Session so that, if amendments are considered, there may be exchange of points of view and a consensus arrived at before the city's vote is cast. Your cooperation in returning the attached "voting delegate form" as soon as possible L be appreciated.
