Adopt Resolution No. /4&> and introduce Ordinance No.
ITEM EXPLANATION
At its September 21, 1982 meeting the City Council directed the City
Attorney to prepare documents approving three amendments to the
General Plan.
Resolution No. 703&
GPA-62(A): A change from NRR to PI on property located on the
north side of Palomar Airport Road, approximately 1 mile east
of Interstate 5.
GPA-62(B): A change from TS to CC on property located at the
intersection of future Mission Estancia and Rancho Santa Fe
Road.
GPA-62(C): A change from RLM to RM on property located in La
Costa north of Alga Road, approximately 500 feet west of El
Camino Real.
Ordinance No.
Amending the La Costa Master Plan which would make the zone
change of TS to CC (GPA-62(B)) consistent with the
changed General Plan.

RESOLUTION NO. 7030
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE LAND USE ELEMENT
OF THE GENERAL PLAN TO CHANGE THE LAND USE DESIGNA-
TIONS FOR THREE AREAS OF THE CITY'S GENERAL PLAN
GPA-62A; GPA-62B AND GPA-62C.
WHEREAS, the Planning Commission did on August 25, 1982
hold duly noticed public hearings as prescribed by law to
consider amendments to the Land Use Element of the General Plan
GPA-62A; GPA-62B and GPA-62C; and
WHEREAS, the Land Use Planning Manager and the Planning
Commission have determined that amendments 62B and 62C will not
have significant impacts on the environment and Negative
Declarations have been prepared and filed and EIR 81-9 has been
certified for amendment 62A, all in satisfaction of the
requirements of the City of Carlsbad Environmental Protection
Ordinance of 1980 and the California Environmental Quality Act;
and
WHEREAS, the City Council did on September 21, 1982
hold a duly advertised public hearing to consider said
amendments and at said time received the recommendations,
objections, protests and comments of all interested persons
desiring to be heard; and
WHEREAS, the City Council, after considering all
proposed changes to the Land Use Element of the. General Plan,
directed the City Attorney to return with appropriate documents
to allow the City Council to vote on the changes as one single
amendment to the Land Use Element of the General Plan.

NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California as follows:
A. That the above recitations are true and correct.
B. That this resolution constitutes a single amendment
to the Land Use Element of the General Plan.
C. That the findings of the Planning Commission as set
forth in Planning Commission Resolutions No. 2002 (GPA-62A);
2009 (GPA-62C)and 2010 (GPA-62B) constitute the findings of the
City Council.
D. That the Land Use Element of the General Plan is
amended as follows:
^• GPA-62A; Change the land use designation from
Nonresidential/Reserve (NRR) to Planned Industrial (PI) on
property generally located on the north side of Palomar Airport
Road, approximately 1 mile east of Interstate 5, as shown on the
map marked Exhibit 1, attached hereto and made a part hereof.
2* GPA--62B; Change the land use designation from
Travel Service (TS) to Community Commercial (CC) on property
generally located at the intersection of future Mission Estancia
and Rancho Santa Fe Road, as shown on the map marked Exhibit 2,
attached hereto and made a part hereof.
3- GPA-62C; Change the land use designation from
Residential/Low-Medium Density (RLM) to Residential/Medium
Density (RM) on property generally located in La Costa north of
Alga Road approximately 500 feet west of El Camino Real, as
shown on the map marked Exhibit 3, attached hereto and made a
part hereof.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING ORDINANCE NO. 9570
AS AMENDED BY ORDINANCE NO. 9628 AND MASTER PLAN
(MP-149(E)) TO REVIEW THE LAND USE PLAN OF LA COSTA
SOUTHEAST AND TO MAKE MINOR ADMINISTRATIVE CHANGES
TO THE MASTER PLAN TEXT AND MAPS ON PROPERTY GENERALLY
LOCATED AT THE INTERSECTION OF RANCHO SANTA FE ROAD
AND FUTURE MISSION ESTANCIA.
APPLICANT; DAON CORPORATION. CASE NO. MP-149(J).
The City Council of the City of Carlsbad, California,
does ordain as follows:
SECTION 1: That Ordinance No. 9570, as amended by
Ordinance No. 9628, and Master Plan MP-149(E) adopted thereby,
is hereby amended as shown on map marked (MP-149(J)) - Exhibit A,
attached hereto and made a part hereof.
SECTION 2: That Ordinance No. 9570, as amended by
Ordinance 9628, and Master Plan MP-149(E) adopted thereby, is
amended by the amendment of various portions of the text of said
master plan as shown on Exhibit B, attached hereto and made a
part hereof.
SECTION 3: That the findings of the Planning
Commission contained in Resolution No. 2011 constitute the
findings of the City Council in this matter.
SECTION 4: That amended Master Plan MP-149(J) is
approved subject to all applicable requirements of the Carlsbad
Municipal Code and to the satisfaction of the conditions imposed
by previous approvals of said plan.

SECTION 5: The amendments specified in Sections 1 and
2 herein shall be incorporated into the official La Costa Master
Plan text and maps as approved by Ordinance No. 9570, as amended
by Ordinance No. 9628, on file with the City Clerk, within 30
days of the effective date of this ordinance. When such
incorporation is accomplished the City Manager shall so certify.
EFFECTIVE DATE: This ordinance shall be effective
thirty days after its adoption, and the City Clerk shall certify
to the adoption of this ordinance and cause it to be published
at least once in the Carlsbad Journal within fifteen days after
its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council held on the 5th day of October ,
1982, and thereafter
PASSED AND ADOPTED at a regular meeting of said City
Council held on the 19th day of October , 1982 by the
following vote, to wit:
AYES: Council Members Casler, Lewis, and Chick
NOES: None
ABSENT: Council Members Kulchin and Anear

Amending the La Costa Master Plan - MP-149(J)
Amend Table III-2 on Page III-7 to change the designation for
Neighborhood SE-17 as follows:
SE-17 C C-1 Community Commercial
Amend the existing wording on Page 111-18 for Neighborhood
SE-17 to read as follows:
a. (SE-17) A site development plan shall be processed for
this neighborhood. Access to this commercial area
should be carefully planned.
Amend the Land Use Map (Exhibit III-1) to show the
designation for Neighborhood SE-17 as "C"
