I will prepare an agenda bill recommending allocation of You raised the question as to whether the 1975 agreement between Carlsbad and Vista Sanitation District would have to be modified. I have reviewed the agreement and the project report and it appears to me that it covers the cir- cumstances for the extension adequately eicept in those provisions which indicate the involvement of the County of San Diego and the responsibilities outlined for them to perform. Further, it is my understanding that the Vista Sanitation District has, by subsequent agreements, assumed those responsibilities. Specifically, the Vista Sanitation District or their contractors will supervise construction, administer the construction contract, provide construction coordin- ation and construction inspection. I do not believe these changes modify the 1975 agreement to any substantial degree and, therefore, does not have to be renegotiated. It is requested, therefore, that Vista indicate concurrance with my understanding of these changes by return endorsement of this letter. a- W.
