ITE'l EXPLANATION At its meeting of August 4, 1981, City Council took action noticing the County of San Diego that it desired to participate in the Urban County's Eighth, Ninth and Tenth Year Block Grant application. This is the Ninth Year Community Development project selection. The City will receive approximately $185,000 for projects. The following projects are eligible for consideration in the Ninth Year funding: PROJECT COST ESTIMATE 1. Buena Vista Lagoon Trail Study $ 10,000 2. Resolution No. 7057 requesting project selection for Ninth Year Block Grant Program. i d J Exhibit 1 OCTOBER 28, 1982 TO: DIRECTOR OF BUILDING AND PLANNING FROM: Community Redevelopment Manager NINTH YEAR COM14UNITY DEVELOPMENT BLOCK GRANT PROJECT REQUEST DESCRIPTIONS RECOMMENDATION Staff concurs with the Housing and Redevelopment Advisory Committee's recommendation of October 25, 1982, that priority should be given to State Street and Grand Avenue streetscaping and commercial rehabilitation nrn4n t s. In the fall of 1981, City Council requested that a parking agreementamong the downtown merchants be drawn up prior to construction of the streetscaping projects. This agreement was completed and funds were allocated for a mid - block parking lot and a railroad parking lot, approximate) funds were taken out of the State and Grand streetscape allocation. InThese order to assure that the State and Grand streetscape is continued as originally Proposed, staff is suggesting that the $100,000 be returned to the State and Grand project. This would allow both parking lots and the streetscaping to be continued as proposed. Additionally, staff feels that response to the commercial rehabilitation program indicates a demand exceeding the funds available. (City Council has previously allocated $55,000 to this program, $37,000 in loans have been made to date.) BACKG--RO_ UND At its meeting of ;august 4, 1981, the City Council took action notifying the County of San Diego of its desire to participate in the Urban County's Community Development Block Grant application. A three year cooperation agreement was executed with the County of San Diego for eighth, ninth and tenth year program participation. The County estimates that Carlsbad will receive approximately $185,000 this year. As required by the Department of Housing and Urban Development regulations, ninth year public meetings were held on September 9, 1982 and'September 23, 1982, soliciting citizen input un proposals for funding under the Block Grant Program. ELIGIBLE AREA The area designated as eligible to receive funding from this program is Federal Census Tract 179.00 and is shown on attachment 1. z DIRECTOR OF BUILDING AND PLANNING October 28, 1982 page 2 ANALYSIS Staff received a number of proposals for funding under the ninth year block grant program. These proposals were analyzed and are presented for consideration. Attachment 2 is the list of project proposals with descriptions, cost estimates and eligibility status. Some of the projects are ineligible because they cannot be restricted to the target area (Census Tract 179.00). Projects were reveiwed under existing Housing and Urban Development guidelines and past County strategies. There are four general areas to which funding has been previously allocated. They are: housing development, residential rehabilitation, public improvements and economic development. NOW, THEREFORE BE IT RESOLVED that the program of funding outlined in Exhibit A attached hereto and incorporated herein as though fully setforth is hereby approved. BE IT FURTHER RESOLVED that the City Manager is hereby directed to forward the program outlined herein to the County of San Diego for inclusion in the Ninth Year Urban County Block Grant application.
