Approve Resolution No. �.� authorizing the transfer of funds from the
contingency account, and authorizing the City Manager to enter into an
agreement with the Cities of Oceanside and Vista.
ITEM EXPLANATION:
The Tri-City (Carlsbad -Oceanside -Vista) Fire Departments have been operating
effectively through mutual aid agreement for many years.
During the past year the City Managers, Fire Chiefs and representatives of
the Caambers of Commerce have been exploring ideas where increased efficiencies
and economics could be attained through regionalization.
This group is now recommending that the three cities jointly fund the hiring
of an independent consultant who could assist in a study of the complexity of
factors; Q.g., economic base, personnel wages, hours and benefits, levels of
protection, support services, communications, equipment and training.
The results of this study could give us a multi -jurisdictional master plan
for fire protection.
FISCAL IMPACT:
Cost $5,000. This would reduce the contingency balance from $1,033,722 to
$1,028,722.

AUTHORIZING THE TRANSFER OF FUNDS FOR THE CITY'S PARTICIPATION
3 IN THE REGIONALIZATION PLANNING STUDY FOR FIRE PROTECTION WITH
THE CITIES OF OCEANSIDE AND VISTA AND AUTHORIZING THE CITY
4 MANAGER TO ENTER INTO AN AGREEMENT
5 WHEREAS, the City of Carlsbad desires to participate in the regionaliza-
6 tion planning study for fire protection with the cities of Oceanside, and
7 Vista; and
8 WHEREAS the City will share in the cost of this study in an amount not
g to exceed $5,000; and
10 WHEREAS funds for this study are available from the contingency fund
11 which will be reduced from $1,033,722 to $1,028,722 by this transfer.
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
13- Carlsbad as follows:
14 1. The transfer of $5,000 is hereby approved from the contingency
15 account to the fire department administration budget.
16 2. The City Manager is hereby authorized to enter into an agreement
17 with the cities of Oceanside and Vista to prepare the above mentioned
18 study.
19 3. That Department of Finance Fund Transfer No. 23 on file in said
20 department and incorporated by reference herein is approved.

Dear Mayor Casler;
Relative to a funding request for a feasibility study proposal
for the consolidation of Tri-City fire services, the Chamber of
Commerce does support a request for $5,000 from the City of
Carlsbad as its share of the joint funding with the cities of
Vista and Oceanside.
However, we believe that it may be more cost effective to
consider, initially, consolidation of such matters as personnel
training, communications, purchasing, etc., and still retain
seperate departments. We strongly believe that the study should
provide conclusions on the cost effectiveness of the consolidation
and the specific recommendations on what methods will be used to
implement the respective elements.
We also are 17ery concerned about the political ramifications of
this effort. This is a major undertaking and suggest we proceed
with caution:.. Please advise if we can be of further assistance
on this matter.
