PLN TITLE: CCNDITIONAL USE PERMIT FOR A 37 UNIT PRIVATELY FUNDED SENIOR CITIZEN HOUSING PROJECT - SOUTHWEST CORNER OF HARRISON STREET AND CHINQUAPIN AVENUE. CUP-220/O'GARA o§ o oo RECOMMENDED ACTION: It is recommended that this application be DENIED and that the City Council direct the City Attorney's Office to prepare documents DENYING CUP-220. ITEM EXPLANATION This item is a conditional use permit for a privately funded senior housing project at 987 Chinquapin Avenue. The project proposes 37 one-bedroom units each with a floor area of 525 square feet. The density would be 52 dwelling units per acre. The proposed project is comprised of four two-story buildings, consisting of flats over flats and one building of flats over parking. The project would also provide a laundry room and an outdoor recreation area with a gazebo, picnic table and two barbeques. Access to the project's parking area would be provided from Harrison Street. The Senior Housing Ordinance allows the consideration of reducing the parking requirements to one parking space for every four dwelling units. The applicant is proposing to provide 11 covered spaces and 14 uncovered spaces for a ratio of approximately one parking space for every 1.5 dwelling units. The City Council recently approved development of 75 senior housing units on Tyler Street (CUP-217, Sweatte) and approval is pending on an additional 48 units on Jefferson Street (CUP-199, Rick Engineering). These approvals would allow development of senior housing in excess of 120 units. Both of these projects are located in the downtown area close to services such as public transportation and commercial. The subject property is located a considerable distance from the downtown area and several blocks from the nearest commercial uses and bus stops. Staff is concerned that the actual demand for senior units has not been tested. No units have yet been constructed and, therefore, great uncertainty exists as to both the demand for such a housing project and the adequacy of the reduced development standards. Based upon the location of this project, staff does not believe that adequate justification has been provided for approving another project at this time. Substantial modifications would be required to convert this senior housing project into a conventional apartment project, complying with all zoning regulations. Density would need to be reduced from 52 du/ac to a maximum of 20 du/acre and parking increased to a ratio of 2 spaces per dwelling unit. Given the considerable difference in development standards, staff is reluctant to recommend approval of this project when it may result in unoccupied housing, substandard to the particular zone. Page 2 of Agenda Bill # *7 ot Q The applicant has submitted a conversion plan illustrating how the building could be modified to comply with the zoning requirements for a typical apartment project. The seventeen unit conversion plan would still exceed the density permitted in the underlying zone however, the applicant has indicated that he would request a density bonus for low cost housing. Overall, staff believes that the two previous projects constitute a committed attempt by the city to provide senior housing. Until a demand for such units has been established and the reduced standards allowed by the ordinance have been tested, staff is hesitant in recommending approval of this project as proposed. Should the Council wish to approve the proposed project, staff is satisfied that it does comply with the development standards of the Senior Housing Ordinance. In fact, the overall project density is lower, (52 du/ac) and a higher parking ratio would be provided than the previous senior projects which have been approved. EXHIBITS 1.
