Adopt Resolution 70qd authorizing Fuel Efficient Traffic Signal Management Program Grant.
ITEM EXPLANATION:
In July, the legislature of the State of California approved a $2.4 million traffic signal management grant fund as part of the California Energy Commission's fiscal year 1982-1983 budget.
The State of California Energy Commission will finance $1,100 per signal for improving the signal efficiency.
This amount will only be used for personnel services and maintenance and fine tuning the traffic signal timing plans. hardware or control system software. These funds cannot be used for new

RESOLUTION NO. 7048
A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIAy AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION
WHEREAS, the City Council of the City of Carlsbad, recognizes that it is in
the interest of the national economy to promote the conservation of energy
resources and to reduce our nation's dependence on costly foreign oil; and,
WHEREAS, fuel efficient traffic signal management by the City of Carlsbad
will provide benefits to the local community in the form of improved traffic
flow, reduced fuel consumption, reduced vehicle costs, reduced air pollutant
emissions, and improved safety due to smoother flow; and
WHEREAS, funds have been established and are available through the Calif-
Drnia Energy Commission for grants to local governments for efficient traffic
signal management projects; now
THEREFORE, be it resolved that the City Council of the City of Carlsbad
authorizes the submittal of an application to the California Energy Commission
for a grant and the City Engineer of the City of Carlsbad is hereby authorized
and empowered to execute in the name of City of Carlsbad, all necessary appli-
cations, contracts, and agreements to implement and carry out the purposes
specified in this resolution.
