RECOMMENDED ACTION:
The Planning Commission is recommending that the City Council
direct the Attorney's Office to prepare documents APPROVING
GPA-64(G).
ITEM EXPLANATION
GPA-64(G) is a clean-up amendment to make the Land Use Element
consistent with the recently adopted Parks and Recreation Element
of the General Plan. This item was continued from the November
16th City Council meeting as the representative from the Hunt
Properties needed more time to look at the request. The Hunt
group has now reviewed the proposal and have no problem with its
approval.
For further information, please see the attached staff report to
the Planning Commission.
ENVIRONMENTAL REVIEW
A statement of Prior Compliance was issued by the Land Use
Planning Manager as the City Council has certified an
environmental impact report for the revised Parks and Recreation
Element.
FISCAL IMPACT
There will be no direct fiscal impacts on the city from approval
of this amendment to the general plan.

PROPOSED TEXT - LAND USE ELEMENT CLASSIFICATIONS
8. Community Parks
Community parks are leisure facilities of 20 to 50 acres
specifically designed to serve the broader recreational
needs of several neighborhoods. They are best located near
major artetials and when possible, near junior and senior
high schools. Additionally, they are intended to provide
diversified activity, both active and passive to meet the
needs of the populations surrounding them. The land use map
indicates specific locations for Stagecoach Park and Alga
Norte Community Park. The other community park locations
indicated on the map are approximate and are intended as a
planning tool. Based on projections of population and
community needs,, a community park site should be located in
the general vicinity shown. These park sites are
anticipated to be dedicated and developed in conjunction
with surrounding development.
9. Special-Resource Areas
Special-Resource Areas are local amenities under the
jurisdiction of the City of Carlsbad that have either city-
wide or potential regional significance. Although they are
usually greater than 100 acres in size, it is not size alone
that makes them significant. Significance is found within
each site's unique potential to attract users from a greater
distance than a local facility. Consequently, the
facilities offered at a special-resource area have a
specialized use attractive to users locally and beyond.
Designated special-resource areas, within the Carlsbad
sphere of influence include:
Buena Vista Lagoon
Agua Hedionda Lagoon
Batiquitos Lagoon
State Beaches
Macario Canyon Park
Lake Calavera
Rancho Carrillo . .
10. Special-Use Facility
A special use facility is a local recreational facility of
only one or two activity-type uses (tennis courts, pool,
etc) and are generally 1-5 acres in size. Special use
facilities may be developed and maintained by either
private, public or joint-effort funding. These facilities
may also be developed on school district property as a joint
effort with the school districts.

CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL
5 OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE
GENERAL PLAN TO INCLUDE THE CLASSIFICATIONS OF
4 .COMMUNITY PARKS AND SPECIAL RESOURCE AREAS FOR
PROPERTY LOCATED WITHIN THE CARLSBAD SPHERE OF
5 INFLUENCE.
APPLICANT: CITY OF CARLSBAD
6 CASE NO: GPA-64(G)
7 WHEREAS, a verified application of an amendment to the
8 Land Use Element of the General Plan to include the classifi-
9 cations of community parks and special resource areas for property
10 located within the Carlsbad sphere of influence, has been filed
11 with the Planning Commission; and
12 WHEREAS, said verified application constitutes request for
13 amendment as provided in Title 21 of the Carlsbad Municipal Code;
14 and
15 WHEREAS, the Planning Commission did, on the 27th day of
16 October, 1982, and on the 3rd day of November, 1982, hold a duly
17 noticed public hearing as prescribed by law to consider said
18 request; and
19 WHEREAS, at said public hearing, upon hearing, and
20 considering all testimony and arguments, if any, of all persons
21 desiring to be heard, said Commission considered all factors
22 relating to the General Plan Amendment.
23 NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
24 of the City of Carlsbad as follows:
25 A) That the above recitations are true and correct.
26 B) That in view of the findings made and considering the
applicable law, the decision of the Planning Commission is to
27 recommend APPROVAL of GPA-64(G), as described on Exhibit "A",
dated October 27, 1982.

Findings;
1) That GPA-64(G) will bring the Land Use Element into
conformance with the newly adopted amendment to the Parks and
Recreation Element of the General Plan.
2) That the environmental effects of this amendment have been
evaluated in conjunction with a larger project and previously
certified documents and, therefore, a Notice of Prior
Compliance was issued October 14, 1982.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Planning Commission of the city of Carlsbad, California, held on th
27th day of October, 1982, and on the 3rd day of November, 1982, by
the following vote, to wit:
* AYES: Chairman Farrow, Commissioners Schlehuber,
Rombotis, Rawlins, Jose and Friestedt.
NOES: None.
ABSENT: Commissioner Marcus.

SUBJECT: GPA-64(G), CITY OF CARLSBAD - Request to amend the Land
Use Element of the General Plan to include the class-
ifications of community park sites and special resource
areas.
I. PROJECT DESCRIPTION AND BACKGROUND
On June 15, 1982, the City Council approved an amendment to the
Parks and Recreation Element of the General Plan. The amendment
revised park standards and classifications, established
maintenance and development standards, and revised and
established goals, policies and action plans which provide for a
more self-supporting system. The element also designated special
resource areas and community park sites, existing and proposed.
This proposed amendment to the land use element would bring the
two elements into conformance. The text of the land use element
would be amended to include the classifications of special
resource areas and community parks. The land use plan would be
amended to reflect the specific or general location of these
sites. The changes to the text of the land use element are
indicated on attached Exhibit "A". The changes to the land use
map are shown on attached Exhibit "B" (location map).
II. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that the
environmental effects of this project have been reviewed in con-
junction with the Environmental Impact Report which was certified
for the new Parks and Recreation Element and, therefore, has
issued a Notice of Prior Compliance dated, October 14, 1982.
III. RECOMMENDATION
It is recommended that the Planning Commission ADOPT Resolution
No. 2041, recommending APPROVAL of GPA-64(G), based on the
findings contained therein.
