RECOMMENDED ACTION:
City Council direct staff to prepare the necessary documents to lease 6'7 tc acres of Vacario Canyon Park for agricultural purposes.

At their meeting on February 16, 1982, the City Council aqreed to postPone the leasing of Yacario until the lsroperty was annexed to the City. the annexation is complete. Since the development proclram for Yacario may be deferred for several years, leasing tbe land in the interim would be economi call y feasi bl e o
After a careful analysis with several agencies, it was found that 60 to 75 acres could be used for agriculture. In order to preserve and conserve th area, staff recommends that the following mitigation measures be incorpora into the lease.

FISCAL IMPACT:
It is estimated if the usuable land is leased at approximately $200 - $250 per acre annually, that $12,000 to $18,000 will be generated per year.

Following is our recommendations, if included in a lease, that would reduce
erosion and maintain City Agricultural land in a condition allowing substant
agricultural production.

On Cropland without significant sheet and rill erosion, Soil Conditioning
Rating Indices will be used to develop any combination of management
practices that provide for maintaining the soil for sustained production of
high quality crops.

anytime. Please let me know if you,have any questions on the above.

Subject- Macario Canyon Agricultural Lease
Dear Mr.
In response to your letter and our previous discussions on the above
referenced matter, this letter will confirm that a coastal development
permit is not required for farm operations on land which has been farmed
on a relatively continuous basis in the past. Routine farm operations,
including harvesting, are exempt from coastal permit requirements.
It would be necessary to obtain a coastal development permit to initiate
farm operations on lands which have not previously been farmed, or on lands
where due to the length of time elapsed since it was last farmed, the native
vegetation has reestablished.
If you have any further questions regarding this matter, please contact me
at the San Diego District Office of the Coastal Commission.
