City Council adopt Resolution No. approving amendments to
County Community Development Block rant Contracts Nos. 17241
(6th year), 18350 (7th year) and 19397 (8th year).
ITEM EXPLANATION
The City Council has recently awarded construction contracts for
two downtown parking lots.(Railroad Parking Lot 12/7/82, agenda bill
#7187 and Mid -Block Parking Lots 11/2/82, agenda bill # 7113-2).
At that time, Council authorized the use of Community Development
Block Grant funds for these projects. In order to allocate the
funds, some revisions to the original County Block Grant contracts
had to be made. The revisions have been reviewed and approved by
County Counsel. They will assure that money is available for all
our selected projects.(See exhibit I, Chart of Projects). Additionally,
they will allocate funds to cover construction costs that exceeded
staff estimates on the streetscape and alley improvement projects.
These extra construction costs were partially due to inflation and
partially due to necessary change orders.
The adoption of Resolution No. %/Dt will assure the timely
completion of the two parking lots early in 1983.
FISCAL IMPACT
This action reallocates previously budgeted Community Development
Block Grant funds only. No additional fiscal impact.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA APPROVING THE FIRST AMENDMENTS
TO COUNTY CONTRACT NOS. 17241, 18350 AND 19397
REALLOCATING PROJECT BALANCES TO PROVIDE FOR COST
OVERRUNS AND PROVIDE FUNDS FOR THE NEW DOWNTOWN
MID -BLOCK. AND AT&SF PARKING LOT PROJECTS.
WHEREAS, the City Council of the City of Carlsbad, California, does hereby
resolve as follows:
1) That First Amendments to County Contract Nos. 17241, 18350 and 19397
of the Community Development Block Grant program, copies of which are attached
hereto as Exhibit A and made a part hereof, is hereby approved.
2) That the Mayor of the City of Carlsbad is hereby authorized and directed
to execute said agreement for and on behalf of the"Ci.ty of`Cai^lsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, on the 4th day of January 1983, by the following vote to
wit:

AGREEMENT FOR MANAGEMENT AND
IMPLEMENTATION OF A
COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT
(COUNTY CONTRACT r10, 17241)
THIS FIRST AMENDMENT to the above Agreement: between the County
of San Diego and the City of Carlsbad, entered into this
day of ,1983 by and between the COUNTY OF SAN DIEGO, a
Politic -al subdivision of the State of California (hereinafter
referred to as "County") and the CITY OF CARLSBAD, a unit of
local government included within the territorial boundaries of the
{ County (hereinafter referred to as "City"),

W I T N E S S E T II:
WHEREAS, the County and the City have earlier entered into
said County Contract No. 17241 for the management and implementation
of Community Development Block Grant projects; and
WHEREAS, said Agreement authorized funds for the construction
of street and alley improvements; and
WIEREAS, the City has requested additional. funds to cover
cost overruns for the projects; and
WHEREAS, the additional funds are available from remaining
balances for certain completed and cancelled City"Fourth- and
Fifth -Year projects;
IT IS AGREED AS FOLLOWS:
1. paragraph 2 of County Contract No. 17243. is amended to
read as follows:
2. COMPENSATION: County agrees to pay City total
compensation for implementation of the Projects
described herein project costs not to exceed the
sum of $197,527.

THIS FIRST AMENDMENT to the above Agreement between the County
of San Diego and the City of Carlsbad, entered into this
day of. , 1983 by and between the COUNTY OF SAN DIEGO, a
politiceil subdi—ision of the State of California (hereinafter
referred to as "County") and the CITY OF CARLSBAD, a unit of
local. government included within the territorial boundaries of the
County (hereinafter referred to as "City"),
W I T N E S S E T H:
WHEREAS, the County and the City have earlier entered into
said County Contract No. 19397 for the management and implementation
of Community Development Block Grant projects; and
WHEREAS, the City has requested a reallocation of funds for a
Parking Lot Construction project; and
WHEREAS, the funds for the parking lot are available from the
Village Streetscape project,
IT IS AGREED as follows:
1. Attachment "A", "Scope of Work", item 4 of said County
Contract No. 19397 is added to read as follows:
9) Construction of 70 space mid -block public parking
lot (approximately 15,000 square feet) bounded by
Roosevelt and State and Grand and Elm Avenues, to
consist of grading, barrier removal, paving, striping
and landscaping.

of San Diego and the City of Carlsbad, entered into this
day of , 1983 by and between the COUNTY OF SAN DIEGO, a
political subdivision of the State of California (hereinafter
referred to as "County") and the CITY OF CARLSBAD, a unit of
local cgtavernment included within the territorial boundaries of the
County (hereinafter referred to as• "City "),
W I T N E S S E T H:
WIiEREAS, the County and the City have earlier entered into
said County Contract No. 18350 for the management and implementation
of Community Development Block Grant projects; and
WHEREAS, the City has requested additional funds to cover
cost overruns on the Tyler Street improvements and a reallocation
of funds for Parking Lot Construction projects; and
WHEREAS, the additional funds are available from remaining
balances of cancelled and completed City Fifth -Year and Eighth -Year
projects,
IT IS AGREED as follows:
1. Paragraph 2 of County Contract No. 18350 is amended to
read as follows:
2. COMPENSATION: County agrees to pay City total
compensation for implementation of the projects
described herein project costs not to exceed the
sum of $180,859.
2. Attachment "A", "Scope of Work", items 6 and 7 of said
County Contract No. 18350 are added to read as follows:
6) Construction of an 81•space public parking lot
(approximately 70' x 4701) south of Elm Avenue to
Oak Street just east of the AT&SF Railroad right-
of-way, td consist of grading, paving, striping and
landscaping.
7) Construction of 70 space mid -block public parking
lot (approximately 35,000 square feet) bounded by
` Roosevelt and State and Grand and Elm Avenues, to
consist of grading, barrier removal, paving,
striping and landscaping.
