HO^S^l- CITYATTY fa? GITYMGR.<^- RECOMMENDED ACTION: Adopt Resolution No. § Occo.o. O\_J Oz I approving an exchange of property taxes for the Seaport detachment. ITEM EXPLANATION: The Local Agency Formation Commission (LAFCO) is processing a detachment of territory from LCWD. The territory being detached is a portion of the Seaport subdivision. Seaport is served by the City of Carlsbad sewer system and should not be in the LCWD. No change in services will occur - this is a housekeeping sort of procedure. In order to proceed with the detachment, the City and the County need to come to an agreement on the exchange of property taxes that will occur as a result of the detachment. Since the LCWD has never provided any service to this territory, all property taxes currently going to LCWD will be paid to the City of Carlsbad after the detachment. The attached Resolution will approve the exchange of property taxes. FISCAL IMPACT; The City will gain approximately $2,400 in property taxes as a result of the detachment. EXHIBITS: 1. You will note from the attached table that we intend all of the base property tax and annual tax increment to be transferred to the City. Joan Geiselhart, Secretary/Manager of the Water District, has concurred in this distribution. Before we can go to the Board of Supervisors to conclude the nego- tiations phase of this proposal, we are in need of a resolution adopted by the City Council that the City agrees to accept the exchange of property tax revenue. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the property tax exchange shown in Attachment A for the Seaport Detachment is hereby approved. PASSED,.
