RECOMMENDED ACTION:
Introduce Orinance No. /Sto A > approving revision of Chapter 2.28 of the City
Code, titled "Traffic Safety Commission", which will provide for the appointment
of five private citizens on the Traffic Safety Commission and the creation of a
Traffic Safety Coordinating Committee at the staff level to provide support.
ITEM EXPLANATION;
A. This revision is proposed at the direction of the City Council to reorganize the
Traffic Safety Commission.
The Coninission as it is now constituted consists of the following:
Private Citizens: Arthur Kantor, William Harkins, Jeff Punches and Robert Wood
Staff: Bill Baldwin, Police Chief Vince Jimno and Larry Dossey
The Coranission as proposed would consist of five private citizens. The Comnission
would be administratively supported by a secretary (appointed by the City Manager),
who would maintain files and prepare the necessary documentation for the Comnission.
The duties of the Coimnission would be as follows:

Review staff studies and make recommendations to the City Council on matters
involving traffic safety.
Provide a public forum to review citizens conplaints and their requests
regarding traffic safety.
Provide recommendations for revision of the City Codes, and of plans and
matters involving traffic safety, parking, and school safety.
In order for the Commission to be productive, it should receive staff siflpport by
a Traffic Safety Coordinating Committee designated by the City Manager. This
connittee would nonnally be composed of the department heads involved with traffic
safety, as follows:
Fire Chief
Chief of Police
City Engineer
Assistant City Manager for Maintenance
The administrative secretary supporting this committee should be the same one
appointed to support the Traffic Safety Commission.
The duties of the Traffic Coordinating Committee would be to provide technical
staff support to the Traffic Safety Commission as directed and coordinated by
the City Manager. This would include providing information and recomnendations
on items proposed for the commission agenda and to provide technical input to
the deliberations of the commission.
The Traffic Commission considered this Item and approved it at their meeting on
January 3, 1983.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 2 OF THE CARLSBAD MUNICIPAL
CODE BY THE AMENDMENT OF CHAPTER 2.28 TO CRFATE THE
TRAFFIC SAFETY COMMISSION AND THE TRAFFIC SAFETY COORDIN-
ATING COMMITTEE.
The City Council of the City of Carlsbad, California, does ordain as
follows :
That Title 2 of the Carlsbad Municipal Code is amended by the amendment
of Chapter 2.28, to read as follows:
CHAPTER 2.28
TRAFFIC SAFETY COMMISSION

Officers - Meetings - Reports - Conduct of Meetings.
2.28.010 Establsihed. The traffic safety commission, and a traffic
safety coordinating committee of the city is established.
2.28.020 Membership. The traffic safety commission shall consist of
five citizens of the city and the assistant city manager/developmental services
who shall be an ex officio member and serve as the secretary of the commission.
The ex officio member shall not be entitled to vote.
2.28.030 Terms of members. The term of office as commissioners of the
traffic safety commission of private citizens shall be two years; provided
however that two of the first appointees shall be appointed for one-year terms

2.28.050 Duties. It shall be the duty of the traffic safety commission
to study all matters referred to it concerning traffic safety and to make
written recommendations to the council regarding measures that should be taken
to promote traffic safety within the city as follows:
1. Review staff studies and make recommendations to the city
council on matters involving traffic safety.
2. Provide a public forum to review citizen complaints and
requests regarding traffic safety.
3. Provide recommendations for revision to the city codes
and plans on matters involving traffic safety, parking, and
school safety.
2.28.060 Traffic Safety Coordinating Committee- (a) The traffic
safety coordinating committee shall consist of the police chief, the city
engineer, the fire chief, the assistant city manager for maintenance and such
other members as the city manager may designate and be chaired by the assistan
city manager for developmental services. (b) The traffic safety coordinating
committee shall provide assistance and advice to the traffic safety commission
on all matters subject to review by the commission. The traffic safety coor-
dinating committee may also make recommendations to the traffic safety commission
and the city council on matters relating to traffic safety.
EFFECTIVE DATE: This ordinance shall be effective thirty days after
its adoption, and the City Clerk shall certifiy to the adoption of this
ordinance and cause it to be published at least once in the Carlsbad Journal
within fifteen days after its adoption.
